The Strategic Priorities Fund (SPF), part of the Canada Community-Building Fund (CCBF) in British Columbia, has opened its fourth intake, offering significant funding opportunities for local governments and partner organizations.
The CCBF provides a long-term, ten-year federal commitment to support infrastructure and capacity building projects that strengthen communities across the province.
The SPF is designed as an application-based program that pools a portion of the annual CCBF allocation for projects that are large in scale, regional in impact, or highly innovative. Its focus is on advancing the national objectives of boosting productivity and economic growth, building a cleaner environment, and fostering stronger cities and communities. With this new intake, up to $125 million will be invested to help communities address pressing infrastructure needs and long-term development goals.
Funding is available through two distinct streams. The Capital Infrastructure Stream will provide up to $119 million to support major infrastructure projects. These could include large-scale initiatives that bring regional benefits or drive innovative solutions aligned with environmental sustainability and community growth. The Capacity Building Stream, with up to $6 million available, will fund initiatives such as asset management, long-term infrastructure planning, and integrated sustainability strategies to strengthen local government capabilities and planning processes.
The SPF program is highly flexible, with grants covering up to 100% of eligible project costs to a maximum of $7 million. Eligible applicants include all local governments in British Columbia outside of Metro Vancouver. In addition, local governments can sponsor applications on behalf of “Ultimate Recipients,” which may include other local governments, non-municipal entities, for-profit businesses, non-governmental organizations, not-for-profits, and BC Transit. In such cases, the sponsoring local government remains responsible for program and reporting obligations under the CCBF.
This intake represents an important opportunity for communities across British Columbia to secure resources for transformative projects that can enhance local infrastructure, strengthen sustainability, and contribute to long-term regional resilience.
