The Eastern Europe Foundation has announced a new grant competition titled “Support for CSO Initiatives for the Restoration of Territorial Communities.”
This initiative is designed to empower civil society organizations (CSOs) working at the local level in Ukraine to contribute to the recovery and development of communities affected by war and crisis. The competition encourages CSOs to submit proposals focused on building resilient, inclusive, and sustainable communities through strategic, regulatory, social, and economic recovery efforts.
The competition supports a wide range of activities. These include helping local governments and communities create or update recovery-related policy documents, enhancing dialogue between authorities and citizens, and providing much-needed mental health support and employment assistance to community members. Projects are expected to identify community needs, restore basic services, and propose comprehensive development plans that foster long-term growth and well-being.
Other key thematic priorities include improving the accessibility and quality of public services, strengthening social ties, boosting employment—especially among vulnerable groups such as women, youth, veterans, and internally displaced persons (IDPs)—and promoting inclusive, safe public spaces. The competition also supports adult education, retraining, and vocational development programs that respond to local labor market demands.
Grant recipients may organize training, mentoring, and awareness initiatives, build platforms for cooperation between CSOs and local authorities, and implement tools that increase citizen participation in governance. Special focus is also given to psychosocial support, reintegration of veterans and IDPs, and initiatives promoting Ukraine’s path to European integration.
In recognition of ongoing security risks, the competition allows grant funds to be used for resilience-enhancing items such as generators and solar panels. CSOs in frontline or border areas may also allocate funds toward protective gear and safety equipment to ensure safe operations.
Grants ranging from 1,100,000 to 1,600,000 UAH will be awarded for projects expected to last between six to eight months, with operations beginning as early as December 2025. Eligible applicants must be nonprofit organizations registered in Ukraine, with at least two years of experience implementing relevant projects at the community level. Entities such as individuals, businesses, political parties, and organizations based in occupied or frontline territories are not eligible.
This competition represents a timely opportunity for CSOs to play a critical role in Ukraine’s reconstruction and to directly support communities in shaping their own recovery paths with local knowledge, strong partnerships, and practical solutions.
