The European Union and Council of Europe have launched a call for proposals under the joint action “Advancing the protection from discrimination in Albania.” The initiative aims to support national and local projects that promote and protect the rights of national minorities and people with disabilities across the country.
The grants will fund activities that address discrimination and hate speech, enhance legal and policy frameworks, and promote social inclusion in line with European human rights standards. The goal is to improve responses from both institutions and civil society while empowering vulnerable communities to participate actively in public life.
Projects are expected to strengthen the capacities of civil society organizations (CSOs) and public institutions to prevent and respond to discrimination against vulnerable groups, particularly Roma, Egyptians, and persons with disabilities. They also aim to increase public awareness about the impact of hate speech and promote inclusive narratives and dialogue among communities.
The call has two main components. The first focuses on addressing intolerance and discrimination in the education system, particularly in the city of Korça, where Roma and Egyptian pupils face segregation. Efforts under this component will aim to support integration and improve access to quality education, with a special focus on the ‘Naim Frashëri’ school.
The second component is dedicated to protecting the rights of people with disabilities by combating hate speech and bullying. It emphasizes raising awareness, promoting inclusive policies, and strengthening the capacities of educators, public officials, and civil society to respond to discrimination. It also encourages the active participation of persons with disabilities in public discourse.
The total budget available under this call is EUR 30,000, with two grants of EUR 15,000 each planned—one under each thematic component. Projects should begin on 1 September 2025 and be completed no later than 31 August 2026.
To be eligible, applicants must be legally registered non-governmental organizations based in Albania. They should have at least three years of experience in human rights, anti-discrimination, or working with vulnerable groups. Applicants must also have the financial and operational capacity to carry out their proposed activities and must hold a valid bank account.
