The United States Embassy in San Salvador has opened the annual competition for the Hubert H. Humphrey Fellowship Program for the 2026–2027 academic year. This prestigious program, part of the Fulbright exchange, supports international professionals in enhancing leadership skills to address local and global challenges.
The ten-month Fellowship is designed for mid-career professionals who have a solid record of leadership, public service, and a desire to design an independent, non-degree academic and professional development program in the U.S. It provides fellows with a chance to collaborate with American counterparts, share best practices, and build expertise in fields crucial to strengthening societies, advancing human rights, and promoting sustainable development.
The program covers various fields of study. In the area of Human and Institutional Capacity, Fellows work in economic policy, finance, and public administration, tackling challenges like industrial development and public health reform. In Technology Policy and Management, they take on roles like policy advisors or engineers, shaping the future of tech use and innovation in their countries.
In the field of Sustainable Lands, participants focus on agriculture, rural development, and natural resource management, promoting resilient food systems and environmental policies. Urban and regional planning professionals apply their expertise to improve city development and infrastructure.
Under Thriving Communities, Fellows may focus on public health management, substance abuse policy, or education reform. They may serve as policymakers, healthcare professionals, or education specialists to create positive, systemic change. In the area of Rights and Freedoms, participants work in journalism, law, and human rights to strengthen transparency, rule of law, and civil liberties.
The program covers international travel, tuition, university fees, health coverage, a monthly stipend, book allowance, and professional development funds. English language training is provided if needed. However, it does not cover costs for dependents.
Applicants must hold a bachelor’s degree, have at least five years of full-time professional experience, limited or no previous U.S. experience, proven leadership ability, a strong public service record, and demonstrated English proficiency.
