The United States Embassy in Panama is pleased to announce the Fulbright Hubert H. Humphrey Professional Exchange Program for professionals with more than five years of proven work experience (whether in the public, private or NGO sphere) and design and implementation of policies in the study area.
It consists of ten months of academic and professional experience that includes visits to two or three cities in the United States to establish long-lasting productive collaborations and relationships with American citizens and their professional counterparts, fostering an exchange of knowledge and mutual understanding to promote social capacity. and institutional, promote human rights and freedoms, and develop thriving communities.
Emphasis is placed on broad policy formulation and issues related to problem solving. The program is without aim at an academic degree.
Candidates are chosen through a competitive process based on their potential for leadership and commitment in both the public and private sectors.

Scholarship Benefits
- Round trip and internal travel, tuition, monthly stipend for accommodation, food, books and medical insurance.
- The scholarship also provides limited funds for professional development activities, such as attending conferences and professional tours.
- The scholarship does not cover funds for dependents. Dependents are prohibited from accompanying the fellow during the English study period, if applicable.
Eligibility Criteria
- Be a Panamanian citizen residing in Panama
- Possess a university degree (minimum a bachelor’s degree)
- Minimum professional experience of 5 years, obtained through a career of progressively responsible professional positions at the service of the public, whether in positions in the public or private sector.
- Demonstrated leadership qualities and a track record of public service.
- Intermediate level of the English language. If necessary, the scholarship includes a pre-academic program of up to 20-25 weeks of intensive English in the United States for recommended candidates who need to improve their English. Recommended candidates must take the TOEFL (Test of English as a Foreign Language) exam.
- Commit to return and reside in Panama for two years after completing the study program to apply the skills and knowledge acquired and help your community and your country.
