The Social Innovation and Entrepreneurship Development Fund (SIE Fund) in Hong Kong aims to drive social impact by connecting different sectors—businesses, NGOs, academics, and philanthropies—to address poverty and social exclusion through innovative solutions. The Fund acts as a catalyst for social innovation, encouraging ideas that improve community well-being, promote social inclusion, and unlock untapped potential.
The ultimate goal is to create a thriving ecosystem for social entrepreneurs where impactful products, services, and initiatives meet the needs of underserved groups. The SIE Fund also partners with the government to advance the “Targeted Poverty Alleviation” strategy, helping to address urgent poverty-related challenges and support vulnerable communities.
Funding amounts range from HKD 300,001 to over HKD 900,000, with no upper limit for scale-up projects. Only costs that are directly related to the funded project are eligible. These may include capital expenditure such as equipment purchases and renovation, as well as operational deficits like salaries, consumables, external consultancy fees, promotional activities, audit fees, rental, insurance, travel, patent registration, utilities, and central administrative overheads.
The Impact Incubator, operated by the Hong Kong Council of Social Service (HKCSS), serves as one of the SIE Fund’s intermediaries. It provides a one-stop support platform to help social entrepreneurs implement their ideas through the “7Ps Incubation Package.” They support a wide range of innovators, including social entrepreneurs using sustainable business models, social intra-preneurs from NGOs or companies leveraging internal resources for social good, and social innovators with creative approaches to solving social challenges.
Eligible applicants must be organizations or companies limited by guarantee or by shares, registered in Hong Kong. Projects that are currently supported or will be supported by other public funding schemes are not eligible. Applicants are also not allowed to submit the same proposal to multiple intermediaries under the SIE Fund.
