The Global Community Engagement and Resilience Fund (GCERF) is seeking to commission a service provider with: demonstrated expertise in PCVE as well as excellent evaluation skills.
Objectives
- The overarching objective of the evaluation is to inform implementing partners, GCERF and government stakeholders of the relevance, coherence, effectiveness, efficiency, impact and sustainability of community-based PVE activities implemented between 2019 and 2022 under the second investment strategy of GCERF to Mali
- The evaluation is expected to be sequenced with two interconnected phases. Stage 1 is an activity to reach evaluative judgement of GCERF’s investment strategy and funded programs using OECD/DAC criteria. Stage 2 is a realist thematic assessment (context, mechanisms outcome) of an aspect common to three grants out of four.
Expected Deliverables
- At the completion of the entire evaluation process, the following deliverables are expected to be achieved:
- An inception report which details methodology including data collection strategy, work plan and a tentative list of participants to be contacted.
- Tools for data collection
- Raw data collected (both quantitative and qualitative)
- Draft and final reports in English, covering both aforementioned exercises.
- A two pager summary on the evaluation purpose and key findings
- One-day dissemination session for GCERF and partners on evaluation findings.
Competencies
- Bidders should have the following competencies:
- Research and analysis experience on P/CVE:
- Experience and expertise on Evaluation;
- Thorough understanding of the sensitivities of P/CVE work in the context of Mali and the Sahel region;
- Be able to access Mali and project beneficiaries.
- Availability to start the work as soon as the contract is signed;
- Experience in conducting realist assessments will be considered a distinct asset.
The preferred bidder is a recognised, credible institution or company with extensive experience on Evaluation and P/CVE.
