The Climate and Clean Air Coalition is requesting proposals to support Bhutan in building capacity across ministries to assess and reduce short-lived climate pollutant (SLCP) emissions. The project aims to develop a National SLCP Plan and a National Methane Roadmap, which will inform Bhutan’s national policies and planning. Workshops and trainings will be conducted to strengthen mitigation efforts across relevant sectors.
This initiative will create Bhutan’s first national SLCP action plan, enhancing the institutional capacity of government authorities, agencies, and private stakeholders to drive SLCP reduction. The project also supports the development of a National Methane Roadmap, which uses data and innovative methods to improve emissions inventories, identify effective mitigation strategies, and define policies and funding for methane reduction.
The estimated project cost is $150,000. By the end of the project, the Government of Bhutan is expected to endorse a National SLCP Plan that clearly defines institutional roles, stakeholder involvement, and monitoring mechanisms. The plan will include integrated greenhouse gas and SLCP inventories, mitigation assessments, co-benefit quantification, and a gap analysis of existing policies.
The project will also help Bhutan increase resources for implementing SLCP mitigation by creating a resource mobilization strategy and identifying national and international funding sources. A pipeline of 2-3 project ideas will be developed, outlining sectors, descriptions, outcomes, and implementing entities, with consultations from finance and investment stakeholders.
Capacity and awareness will be strengthened at national and sub-national levels through information sessions and training on monitoring, reporting, and verification of SLCP reductions. The project promotes inclusive consultations involving government agencies, civil society, and private sector representatives to develop a national SLCP strategy.
The National Methane Roadmap will be developed with input from the CCAC Secretariat and include a needs assessment, mitigation options with cost-benefit analysis, institutional arrangements, and consultations to endorse the roadmap. Bhutan will integrate SLCP monitoring and reporting into its MRV framework with standardized methodologies, a reporting mechanism, and a transparent database for sectoral mitigation data.
By 2029, SLCP goals are expected to be included in at least one national development plan or strategy. Governance recommendations will support the National SLCP Plan’s implementation and inclusion of SLCPs in key frameworks such as the Nationally Determined Contributions and climate action plans.
To be eligible, proposals must be submitted by NGOs, IGOs, or not-for-profits before the deadline, fit the budget and duration limits, and meet spending rules. For-profit entities may participate only as stakeholders or co-funders if key to the project. Evaluation will focus on clear outcome plans, scalability, contribution to SLCP reductions, and stakeholder involvement.
