The United Nations Development Programme (UNDP) is inviting grant applications to support women’s development and their meaningful participation in political processes in Sri Lanka’s Uva Province.
Through the “Promoting Participation Pathways for Human Development” project, UNDP seeks to engage an organization that can promote women’s leadership in advocacy and active involvement in political, economic, and social spheres. This includes creating structured opportunities for dialogue among women leaders, parliamentarians, local government councilors, and civil society actors.
The selected service provider will design and deliver targeted capacity-building programmes for women’s groups, forums, or grassroots networks. The aim is to foster collaboration and enhance women’s participation in decision-making processes within the Uva Province.
The objective of this assignment is to strengthen women’s political participation at the provincial level. This will be achieved through organized dialogues, networking, and mentorship initiatives that connect grassroots women leaders with members of the Women Parliamentarians’ Caucus and local women councilors. The programme also aims to boost leadership and advocacy skills among women to foster inclusive development discussions and amplify their voices in provincial matters.
The organization will conduct at least ten half-day discussion sessions, each involving 20 participants from the Uva Province. These sessions should address women’s leadership in political, economic, and social spaces, explore solutions to common barriers, and support the execution of the provincial women, peace, and security plan.
Additionally, the provider will map stakeholders including grassroots women leaders and organizations, and deliver tailored mentoring and institutional support to at least two women-led networks. Training will cover leadership, advocacy, stakeholder engagement, strategic planning, and support tools for provincial-level political initiatives.
A capacity-building work plan must be developed, along with tools to track participation and monitor progress. Ethical considerations must also be incorporated into the implementation process.
The partnership is expected to run from August 2025 to June 2026.
Eligible applicants must not be suspended or debarred by the UN, World Bank Group, or any other international organization. Bidders must disclose any sanctions or suspensions. Organizations must ensure all partners and subcontractors meet UNDP eligibility requirements and have the legal capacity to enter into a binding agreement and operate within Sri Lanka.
