The UN Women has launched a call for proposals inviting Civil Society Organizations (CSOs) to become responsible partners in piloting and monitoring a Gender-Based Violence (GBV) Primary Prevention Model.
With a budget range of USD 60,000, the initiative seeks to strengthen community engagement, capacity building, data-driven approaches, and policy advocacy in Cambodia. Women’s organizations and entities with proven expertise in gender equality and empowerment are especially encouraged to apply.
The selected CSO will play a central role in finalizing the GBV Primary Prevention Model. This includes contributing local knowledge and experience during stock-taking, technical meetings, community visits, and validation processes. By being an active participant in this co-creation process, the CSO will help refine and contextualize the model to ensure it resonates with the diverse communities it aims to serve.
Community engagement lies at the heart of the project. The CSO will be tasked with mobilizing communities, facilitating dialogues on gender perspectives, harmful norms, and risk factors, while building trust and establishing networks of women, men, community leaders, and influencers. These groups will serve as champions in advancing conversations and actions that prevent violence before it occurs.
To sustain this engagement, the CSO will lead capacity-building sessions for community champions, peer leaders, and influencers. Training will be guided by methodologies outlined in the model, adapted to reflect local realities, and supported by ongoing mentorship. Monitoring and evaluation of training outcomes will help refine strategies, ensuring community leaders are well-equipped to drive prevention efforts.
Robust data collection and reporting will form another critical responsibility. The CSO will design surveys and interviews to capture stories of change, assess the model’s effectiveness, and highlight both challenges and successes. These insights will inform future programming and provide evidence for scaling the model further.
The initiative also emphasizes advocacy and policy influence. The CSO will generate impact stories, share lessons learned, and participate in policy dialogues at local, sub-national, and regional levels. By aligning the pilot with Cambodia’s fourth National Action Plan to Prevent Violence Against Women and related frameworks, the project aims to embed prevention strategies into long-term national efforts. Networking and collaboration with stakeholders and women’s organizations will further amplify the program’s reach and impact.
To be eligible, applicants must demonstrate at least five years of experience in preventing violence against women through community engagement, have a nationally registered office in Cambodia, and a proven track record in empowerment, gender equality, and participatory approaches. Previous work with UN agencies or international development partners is considered an advantage. Fluency in local languages and established relationships with government and civil society stakeholders will also be beneficial.
Through this call, UN Women is fostering a collaborative approach to ending violence against women by placing communities at the center of prevention, strengthening local leadership, and supporting evidence-based advocacy to drive systemic change.
