The Small Project Fund under Priority 4 – Cooperation, specific objective 1 Build up mutual trust, in particular by encouraging people-to-people actions, is managed by the Association of the Carpathian Euroregion.
The programme focuses on activities that aim to Build up mutual trust, in particular by encouraging people-to-people actions. Under this objective, the following activities are supported to increase the involvement and participation of inhabitants in cross-border cooperation: integration of residents from the Programme support area in the fields of art and culture, cross-border cooperation in education, and integrational initiatives and capacity building in the field of healthcare and safety.
The maximum total budget of a small project cannot exceed EUR 100,000. The funding limit for a project ranges from EUR 20,000 to EUR 90,000, with co-financing covering up to 90% of eligible expenses. Applicants are required to provide at least a 10% own contribution, though partial financing of this contribution is possible for Polish non-governmental organisations. The total funds available under this call amount to EUR 2,000,00. Projects will be evaluated based on quality criteria that emphasize broad cross-border impact, genuine collaboration between partners, and durable, useful project outcomes.
The Programme targets the Polish and Ukrainian border regions, covering NUTS3 units on the Polish side and territorial units at the level of oblasts in Ukraine. Only small-scale projects that demonstrate a wide cross-border impact, real cooperation between partners, and sustainable project results will be eligible for support under this fund.
Eligible applicants include institutions of national, regional, or local governments or associations of such institutions, bodies governed by public or private law established to meet general interest needs without an industrial or commercial character, and non-governmental organisations with legal personality. For Polish institutions, entities with or without legal personality may apply under specific conditions if financial responsibility is assumed by their superior unit.
This initiative seeks to strengthen cooperation, trust, and shared progress between border communities of Poland and Ukraine through meaningful, people-centered actions that create long-term benefits and understanding.
