Overview
The European Roma Grassroots Organisations (ERGO) Network has launched the ROVA Call 2026–2027 to strengthen the capacities of Roma and pro-Roma civil society organizations across EU Member States excluding Hungary, Romania, Bulgaria, Czechia, Slovakia, and Spain.
The initiative aims to:

Encourage cooperation between Roma communities, non-Roma civil society, and public institutions
This call is a collaborative effort supported by the European Union and the Foundation Remembrance, Responsibility and Future.
Objectives of the Program
Projects funded under this call should:

Promote access to fundamental rights for Roma communities

Combat antigypsyism and discrimination

Monitor the implementation of national Roma Integration strategies at local, regional, or national levels

Develop cooperation between Roma communities and public institutions

Encourage cooperation between Roma and non-Roma civil society

Integrate a human rights-based perspective into community interventions
Project Timeline and Funding

Eligible Activities
Funded activities may include:

Eligibility Criteria
Organizations must:

Be legally registered civil society entities operating in the public interest
-
Be non-profit and independent from governments, political parties, and for-profit entities
-
Have a clearly defined mission, governance structure, and internal policies
-
Operate transparently, publishing annual activity and financial reports
-
Have no outstanding public debt
-
Respect and promote fundamental rights and EU values, submitting a signed declaration of commitment

Be a Roma or pro-Roma organization, with preference for those where Roma constitute the majority of leadership and staff
Exclusions:

Organizations that received individual NGO grants under the 2025 ROVA calls

Consortium applications are not eligible
