Supporting Roma Civil Society Organizations Promoting Values (EU)

The ERGO Network ROVA Call 2026–2027 invites Roma and pro-Roma civil society organizations in select EU countries to apply for grants up to €20,000 to promote fundamental rights and European values. Projects focus on awareness-raising, advocacy, capacity building, and community initiatives to combat antigypsyism, advance equality, and strengthen cooperation between Roma communities and public institutions.

Overview

The European Roma Grassroots Organisations (ERGO) Network has launched the ROVA Call 2026–2027 to strengthen the capacities of Roma and pro-Roma civil society organizations across EU Member States excluding Hungary, Romania, Bulgaria, Czechia, Slovakia, and Spain.

The initiative aims to:

  • Promote fundamental rights and shared European values

  • Foster active citizenship and social inclusion for Roma communities

  • Encourage cooperation between Roma communities, non-Roma civil society, and public institutions

This call is a collaborative effort supported by the European Union and the Foundation Remembrance, Responsibility and Future.

Objectives of the Program

Projects funded under this call should:

  • Promote access to fundamental rights for Roma communities

  • Combat antigypsyism and discrimination

  • Monitor the implementation of national Roma Integration strategies at local, regional, or national levels

  • Develop cooperation between Roma communities and public institutions

  • Encourage cooperation between Roma and non-Roma civil society

  • Integrate a human rights-based perspective into community interventions

Project Timeline and Funding

  • Project duration: September 1, 2026 – September 30, 2027 (13 months)

  • Total budget for call: €200,000

  • Maximum grant per project: €20,000

  • Own contribution: Not required; voluntary work or financial contributions are not evaluated as advantages

Eligible Activities

Funded activities may include:

  • Capacity development: Training, mentoring, and organizational strengthening

  • Awareness-raising campaigns: Promoting fundamental rights and EU values

  • Advocacy and monitoring: Strengthening the rule of law and policy implementation

  • Community initiatives: Projects that foster active citizenship, social inclusion, and community engagement

Eligibility Criteria

Organizations must:

  • Be legally registered civil society entities operating in the public interest

  • Be non-profit and independent from governments, political parties, and for-profit entities

  • Have a clearly defined mission, governance structure, and internal policies

  • Operate transparently, publishing annual activity and financial reports

  • Have no outstanding public debt

  • Respect and promote fundamental rights and EU values, submitting a signed declaration of commitment

  • Be a Roma or pro-Roma organization, with preference for those where Roma constitute the majority of leadership and staff

Exclusions:

  • Organizations that received individual NGO grants under the 2025 ROVA calls

  • Consortium applications are not eligible

Application Requirements

Applicants must provide:

  • Project proposal detailing objectives, activities, and expected impact

  • Organizational documentation proving legal status, governance, and transparency

  • Declaration confirming commitment to EU fundamental rights and values
