Union Nation Capital Development Fund (UNCDF) invites a legal entity or a partnership of legal entities that can offer innovative and scalable solutions to develop a digital savings and credit product.
The project aims to reduce financial exclusion to contribute to the achievement
- of the Sustainable Development Goals (SDGs) particularly those relating to poverty alleviation, inclusive growth and the reduction of inequalities and
- national poverty alleviation goals.
Scope
- The objective of this call for applications is to increase the financial inclusion of adults (men and women) in the Democratic Republic of Congo (DRC). A grant will be made available for the implementation of a digital savings and credit product benefit of women and young people, including in rural areas. At the end of the project, it is expected to reach at least 50,000 new customers who have access to solutions digital credit and savings.
Eligibility Criteria
- The application must be submitted by a legal entity or by a partnership of legal entities. In the case of a partnership, the leader of the partnership will be responsible for leading the project from the beginning to the end. It is up to the leader to guarantee the commitment of its various partners to guarantee the sustainability of the project until its end.
- The tenderer / leader of the partnership must be an entity registered in the Republic Democratic Republic of the Congo (DRC).
- The tenderer / leader of the partnership must be one of this type of legal entity:
- Bank;
- Institution of the Decentralized Financial System (Coopec, IMF);
- Service provider“ Credit scoring;
- Non-banking institution providing financial services;
- Fin techs.
- The tenderer / leader of the partnership must be a registered entity with at least a year of activity, and must have statutory accounts and certified financial statements for at least one year of activity.
- The tenderer / leader of the partnership must present its regulatory authorizations or those of its Coopec partners for the provision of money transfer services /savings solutions, digital loans.
- Joint requests between market players in the target area (s) are encouraged whether the proposed solution makes it possible to extend the distribution networks and promote access rural and / or other last mile access. Bidders can only submit one requests in the context of this call for candidates, whether independently or within of a consortium.7. If the tenderer is a group of legal entities having to form or having formed a consortium when submitting the bid, they must confirm as part of their bid:
- that they have designated a party as the lead entity, duly empowered to legally bind members of the consortium or partnership in a solidary manner, this must be demonstrated using a duly authenticated agreement between said legal entities which must be attached to the tender; and
- That if the contract is awarded to them, it will be concluded between UNCDF and the designated lead entity which will act on behalf of all the legal entities making up the partnership
- The UNCDF technical and / or financial assistance agreement will be signed by the legal entity. Principal designated by the other members of the partnership. Once the submission is filed with UNCDF, the lead entity designated to represent the joint venture cannot be changed without the prior written consent of UNCDF.
