The United Nations Development Program(UNDP) is inviting proposals to work closely with the local administration and the Community for “Supporting Climate Resilient Works by climate responsive interventions and linking them to Social protection measures and strengthen their livelihoods in 2 Districts in Bihar”.
UNDP is implementing extended phase of Infrastructure for Climate Resilient Program (ICRG) in six states: Bihar, Chhattisgarh, Odhisa, Rajasthan, and MP and UP. ICRG is a technical assistance program of FCDO, Govt of UK in cooperation with the Ministry of Rural Development, Government of India.
The ICRG project is primarily aimed at integrating climate concerns into the Mahatma Gandhi NREGS programme activities piloting them at grass root level and building capacity of various stakeholders in the planning/ implementing value chain.
ICRG programme aims to improve climate resilience of vulnerable rural communities and support rural economic growth. The intended outcome of the programme is improved resilience and productivity of the infrastructure built under Mahatma Gandhi NREGS.
The ICRG Extended Phase (ICRG EP) shall be implemented across the 10 MGNREGS high potential districts in general with specific focus on 2 districts. The brief services required from the Agency are to Support the MGNREGS in Bihar and State PMU of UNDP to replicate the ICRG proven interventions. The Agency shall also support in developing and implementation of climate responsive planning and facilitate implementation of innovative strategies for enhancing off take of MGNREGS and increased access of vulnerable groups to MGNREGS. The Agency shall also facilitate to link the beneficiaries in different social protection measures in the area. Training and capacity building, introducing climate smart livelihoods practices, ensuring rights and entitlements to the communities etc will also be part of the services by the Agency.
Eligible Projects
The following broad set of activities are expected to be carried out as part of the project:
- Baseline assessment at the GP levels in the identified blocks and districts
- Building the capacity of MGNREGS functionaries, PRI members, Line department and PRI leaders, SHG Members and other volunteers at the block/GP levels to promote Climate Resilient MGNREGS works and social protection.
- Facilitate and link the beneficiaries with social protection schemes – both from State and National Governments.
- Facilitate institutional linkage with Jeevika, KVK and other agencies working in the area to demonstrate convergence models
- Piloting Climate Smart Village at least five villages in a district including developing at least 10 climate smart livelihood convergence models around NRM structures in each district ,
- Document case studies and videos on best practices, impact stories, and lessons learnt and process documentation.
Geographical Focus
- Focus Districts in Bihar: Nalanda and Gaya.
- Specific Blocks in Gaya: Gararu, Sherghati, Wajirganj, and Khizarsari.
- Specific Blocks in Nalanda: Ekangarsari, Ishlampur, Silao, and Noorsarai.
Eligibility Criteria
- Proposals are invited from the institutions/organizations only.
- Proposal submitted by Individuals will not be accepted.
- A minimum of five years of proven experience of working on social security programs, entitlements and MGNREGS and livelihood issues
- Experience of implementing at least 2 development projects in the target districts in Bihar.
- At least three years of experience in and understanding of work on MGNREGS, climate proofing of assets created under MGNREGS, technology aided planning for management of natural resources and community mobilization from a social inclusion perspective.
