The United States Agency for International Development (USAID)/Uganda has announced the applications for the Biodiversity for Resilience Activity to provide technical assistance to communities, the government of Uganda, and the private sector, to conserve and manage biodiversity in target ecosystems for lasting environmental and economic sustainability and increased community and household resilience.
The Activity supports community wildlife conservancies and protected area management while promoting market-based solutions, including nature-based tourism and other conservation enterprises, to improve stewardship of the natural resources necessary to sustain Uganda’s economic development.
The overall purpose of the study is to evaluate the performance of CM arrangement and sport hunting and determine the overall impact on wildlife conservation, tourism, livelihoods and community development.
Objectives
- Review and assess status of implementation of obligations and commitments as enshrined in the CM Agreements.
- Assess the impact of trophy hunting program on conservation management (i.e. on emerging community-based wildlife management mechanisms also known as “community conservancies”), wildlife ecology and population dynamics.
- Assess the impacts of trophy hunting program on community livelihoods and attitude towards conservation.
- Evaluate the effectiveness of the existing benefit-sharing mechanisms.
- Evaluate the contribution and effectiveness of the program in addressing human wildlife conflicts.
- Generate recommendations and strategies for enhancing implementation of the CM/trophy hunting scheme in Uganda to support conservation management.
Qualifications
The Consultant team/firm is expected to have professional qualifications in the relevant field with demonstrable experience in the designing research institutions/organizations. Additionally, the consulting firm/consultant team should possess the following skills/experiences:
- Team members with advanced academic qualification in natural resource management, economics, environmental/natural resource economics and social sciences. Other relevant areas of Postgraduate study in biological sciences, tourism, community development are an added advantage.
- Practical knowledge on how trophy/sport/tourist hunting is managed and its contribution to different sectors.
- Experience in sport hunting development or management in sub-Saharan Africa.
- Experience in community-based wildlife management, protected area management, and benefitsharing mechanisms, including understanding and experience in community conservancy models.
- Practical expertise in implementing rural economic and social development projects
- Practical experience in undertaking feasibility study, project evaluation and assessment as well as sustainable use of natural resources will be added advantage.
- At least five years’ experience working with projects, agencies or government institutions dealing community based natural resources utilization.
- Ability to conceptualize collaborative resource management as a tool for mobilizing local communities to support conservation and improve livelihoods.
- Demonstrate excellent interpersonal and professional skills in interacting with government and development partners.
- Skills in facilitation of stakeholder engagement/workshop.
- Proven and demonstrated experience in undertaking similar studies.
