The European Commission (EC) has announced a call for proposals aimed at supporting Civil Society Organisations (CSOs) working in the areas of digital rights, civic space, transitional justice, and democratic culture in Albania.
This initiative seeks to promote and protect human rights, the rule of law, and democratic governance while supporting Albania’s EU integration process through enhanced civil society engagement. It aims to empower individuals to enjoy their civil, political, economic, social, and cultural rights, and to strengthen the capacity of CSOs and grassroots groups to monitor reforms and contribute to EU accession efforts.
The call is divided into two funding priorities. Lot 1 focuses on digital rights and civic space, supporting CSOs and human rights defenders working on online freedom of expression, data protection, media freedom, and cybersecurity. It also includes addressing digital and AI-related risks, promoting legal reforms, and enhancing institutional awareness and capacity for rights-based digital governance.
Lot 2 focuses on transitional justice and democratic culture, supporting CSOs engaged in truth-telling, reconciliation, civic education, access to justice, and local democratic governance. This includes initiatives involving intergenerational dialogue, artistic expression, investigative journalism, and participatory monitoring to promote accountability and public trust in relation to Albania’s authoritarian past.
The total available funding is EUR 1,330,000. For Lot 1, grants will range from EUR 260,000 to EUR 400,000, with a total allocation of EUR 800,000. For Lot 2, grants will range from EUR 165,000 to EUR 265,000, with EUR 530,000 available. Projects must run for a minimum of 24 months and no more than 36 months.
To be eligible, applicants must be non-profit legal entities such as CSOs or NGOs, and be established either in Albania, an EU Member State, or another eligible country under the NDICI-GE framework.
