The United Nations Development Programme (UNDP) has announced a public call for participation in the ReLOaD2 project to all local self-government units that have not previously participated in the ReLOaD / LOD project.
Partner LGUs will consist of two groups of LGUs:
- Group 1: LGUs that have already participated in the ReLOaD project or in one of the four phases of the project Strengthening Local Democracy / Democracy – LOD. ReLOaD2 will select a minimum of 7 LGUs from this JLS group. For local self-government units from group 1, a direct request for expression of interest and application will be sent.
- Group 2: LGUs that have not yet participated in the ReLOaD 1 and LOD projects. From this group of LGUs, a minimum of 5 LGUs will be selected to participate in the ReLOaD2 project. A public call will be published for LGUs from group 2, to which all LGUs from BiH that have not yet participated in ReLOaD 1 or LOD projects will be able to apply.
The aim of the public call is to select a minimum of 5 partner LGUs in BiH, previously clarified Group 2, which will provide support to improve access to funding for CSOs.
This process will contribute to the strengthening of participatory democracy and EU integration in the Western Balkans, and empower civil society to participate more actively in decision-making processes at the local level.
Which LGUs can apply for this public call?
- All local governments that have not participated in the ReLOaD 1 and LOD projects so far can take part in this call.
Advantages
Participation in the ReLOaD2 project will enable local governments:
- Significant financial support for CSO projects that will be implemented in the territory of partner local governments and that will respond to the needs of citizens in the local community;
- Technical support for improving the process of allocating funds for CSOs and the application of the LOD Methodology for allocating funds for civil society organizations;
- Building and improving CSO capacity in the local community;
- Building and improving the capacity of local self-government representatives in accordance with the needs assessment;
- Regional networking and exchange of experiences with other LGUs from 5 IPA beneficiaries in which ReLOaD2 is implemented;
- Promotion of its good practices and procedures at the level of the whole of BiH, but also in the region of the Western Balkans;
- Work on greater civic participation in decision-making;
- Greater engagement in the field of youth support;
- Cooperation through the application of various applications and technologies;
- Support to CSO projects that provide quality and diverse services in accordance with local strategic development plans
Criteria
The selection of a minimum of 5 LGUs will be made on the basis of the following criteria:
- Eliminatory criteria – fulfillment of these criteria is considered a prerequisite for participation in the project. Applicant LGUs should meet all eliminatory criteria. Applications of local self-government units that do not meet these criteria will not be further considered,
- Basic criteria – by applying these criteria, scoring and ranking of registered LGUs will be performed. The allocation of points will be done in accordance with the scoring matrix,
- Matching criteria- are additional aspects that are not scored, but are taken into account in the final selection of partner LGUs.
- Harmonization criteria – represent additional aspects that are not scored, but are taken into account in the final selection of partner LGUs.
