The European Commission has launched a new project opportunity titled “Strengthening the capacities of the Court of Auditors of the Kingdom of Morocco in certification of state accounts, evaluation of public programs and projects and assessment of budget execution.”
This initiative is designed to reinforce Morocco’s governance and accountability systems, ensuring stronger alignment with European standards and international good practices in external control of public finances.
The project has three key components. The first focuses on enhancing the Court of Auditors’ expertise in certifying state accounts. The second aims to build capacity in evaluating public programs and projects, ensuring that national initiatives deliver tangible results for citizens. The third seeks to strengthen the Court’s ability to assess budget execution, contributing to transparency, accountability, and more effective management of public resources.
With implementation taking place in Morocco, the project will run for a maximum duration of eight months. A total budget of EUR 250,000 has been allocated to support this call for proposals, offering significant resources to drive meaningful institutional development.
Eligibility is restricted to public administrations and mandated bodies of European Union Member States, in line with the provisions of the Twinning Manual. Proposals must be submitted through the respective national contact points of EU Member States, ensuring coordination and compliance with established procedures.
Selection and award will be determined based on the operational capacity of the Member State project leader and the short-term experts involved in the proposal. The evaluation is carried out on a yes/no basis, and a negative result in any criterion will lead to exclusion.
This opportunity represents an important step in strengthening financial oversight in Morocco, with the potential to enhance credibility, accountability, and the effective use of public funds in alignment with best international practices.
