The present Call for Proposals (CfP) is administered by UNDP’s “Civil Society for Enhanced Democracy and Human Rights in Ukraine” (CSDR) project which is part of the UNDP Democratic Governance portfolio, and a regional UNDP project “EU4Dialogue: Support to Conflict Transformation in the South Caucasus and the Republic of Moldova” (EU4Dialogue).
The project “Civil Society for Enhanced Democracy and Human Rights in Ukraine” (2017-2022), which is funded by the Danish Ministry of Foreign Affairs and implemented by UNDP Ukraine, is a national five-year initiative. It aims at enhancing the institutional capacity of civil society actors in the region in the areas of democracy and human rights and strengthening their impact on reform processes in the country through better coordination and networking, as well as at contributing to more inclusive, democratic and rights-based governance.
For this purpose, the project strengthens capacities of the civil society organizations to promote democracy and foster participatory and result-driven Government-CSO dialogue at all levels in Ukraine. It also develops capacities of human rights actors to promote and defend human rights in Ukraine and enhances civic youth engagement and youth participation in decision-making at all levels.
Components
CSDR is being implemented through three main components:
- Strengthening CSOs as guardians of democracy and good governance;
- Supporting human rights actors to promote and defend human rights in Ukraine;
- Enhancing civic youth engagement and youth participation in decision-making at all levels.
Objectives
- Lot 1
- The primary focus of this Lot is to support the joint efforts of civil society organizations, think tanks and NGOs to safeguard human rights and protect vulnerable population groups in Ukraine including IDPs in the national crisis situation caused by the war in Ukraine, namely:
- Proposing effective ways of coordination of civil society and volunteer initiatives in order to address social and human rights challenges caused by the war at the subnational level in Ukraine;
- Ensuring the protection and restoration of violated human rights with a particular focus on vulnerable populations in the context of war;
- Activities aimed at addressing and supporting survivors of sexual violence in the wartime;
- Strengthening the capacity of regional authorities/local authorities to respond to the crisis by establishing the effective governance system in the context of war;
- Supporting the Government in documenting human rights and international humanitarian law violations, including international crimes committed in the context of the war and providing support to the victims.
- The primary focus of this Lot is to support the joint efforts of civil society organizations, think tanks and NGOs to safeguard human rights and protect vulnerable population groups in Ukraine including IDPs in the national crisis situation caused by the war in Ukraine, namely:
- Lot 2
- The projects submitted within this Lot should contribute to meeting needs identified in conflict-affected communities, transit hubs, and host communities, thereby strengthening community resilience and social fabric. The proposed activities may be focusing on, but not limited to the following areas:
- Collection of data on existing needs and challenges;
- Self-organization of people into volunteer mutual assistance groups, thus enabling the interaction of all parties involved (volunteers, local authorities, State Emergency Services (SES), business, social services, etc.);
- Engagement of young people among IDPs and representatives of hosting communities in establishing dialogue platforms and offering solutions for alleviating tensions between IDPs and local residents;
- Provision of services targeted at inclusion of vulnerable groups among IDPs, including persons with disabilities;
- Promotion of participatory mechanisms on the community level to engage people in emergency response and recovery efforts;
- Provision of logistics support for and delivery of emergency assistance in coordination with the relevant authorities;
- Support in development of critical civil protection infrastructure and provision of rescue equipment;
- Provision of essential services such as psychological, legal assistance as well as social services (legal assistance services should be focused on conflict-affected people);
- Development of digital solutions, including online services and platforms, for addressing the key war-related challenges;
- Strengthening digital security and data protection.
- The projects submitted within this Lot should contribute to meeting needs identified in conflict-affected communities, transit hubs, and host communities, thereby strengthening community resilience and social fabric. The proposed activities may be focusing on, but not limited to the following areas:
Funding Information
- It is envisioned that the budget within project proposal should be within the following range USD 7,000-50,000.
- The maximum timeframe for the project implementation is 9 months.
Geographic location:
- UNDP will accept applications from all regions of Ukraine.
Participants Of The Competition:
- Non-profit organizations, in particular charitable organizations, public associations (including civil society organizations and unions) that are officially registered in Ukraine for no less than one year and have experience of project implementation in the proposed priority area.
- The contest does not provide grants to profit organizations, political parties, state authorities, local governments, religious communities and private (physical) individuals and entrepreneurs.
