The European Commission has launched a new cross-border call for proposals with the aim of strengthening cooperation between Albania and Kosovo.
The programme’s global objective is to promote good neighbourly relations, foster Union integration, and contribute to social, economic, and territorial development. This is to be achieved by improving environmental protection and the preservation of natural resources, while also developing sustainable tourism that highlights cultural and natural heritage.
Following a decision made by the Joint Monitoring Committee in June 2025, two thematic priorities guide this call. The first focuses on protecting the environment, supporting climate change adaptation and mitigation, and advancing risk prevention and management. The second promotes tourism through the safeguarding of cultural and natural heritage, building opportunities for economic growth and cross-border collaboration.
Applicants are expected to embed cross-cutting issues into their project design and delivery. Projects should demonstrate how local and regional authorities have been engaged, ensuring alignment with local development plans. Equality between women and men must be considered at all stages, with activities designed to promote balanced participation and outcomes. Further emphasis is placed on protecting minority rights, encouraging the integration of people with disabilities, safeguarding children’s rights, and upholding democratic standards and good governance. Projects must also show a clear contribution to environmental protection and sustainable development.
The total indicative financial allocation for this call is EUR 5.28 million. Of this, EUR 3.24 million is dedicated to Lot 1, which focuses on environmental protection and climate change, while EUR 2.04 million is allocated to Lot 2, which supports tourism and cultural heritage. Grants available under Lot 1 will range between EUR 700,000 and EUR 1,080,000, while Lot 2 will provide between EUR 300,000 and EUR 510,000 per project. The contracting authority reserves the right not to award the entire budget.
Eligibility criteria require applicants to be legal entities, non-profit in nature, and falling within specific categories such as non-governmental organisations, public bodies at national, regional, or local levels, or bodies governed by public law. They must be effectively established in either Albania or Kosovo and be directly responsible for the preparation and management of the action in collaboration with co-applicants and affiliated entities, not acting as intermediaries.
