The Embassy of Finland in Addis Ababa invites Ethiopian civil society organizations and private sector companies to submit proposals for funding through the Fund for Local Cooperation (FLC). This fund operates under Finnish legislation, including the Act on Discretionary Government Grants (688/2001) and the Ministry for Foreign Affairs’ FLC Internal Instructions (6/2014).
The Embassy encourages proposals that promote women’s economic empowerment and technology-based entrepreneurship. Projects should inspire women entrepreneurs and support Ethiopia’s digital transformation. Proposals aimed at peace, security, and democratic development are also welcomed. These can include initiatives for peace mediation and sustainable conflict resolution by addressing political, economic, and social challenges.
The Embassy also seeks projects that support gender equality and the rights of women, girls, youth, people with disabilities, and other vulnerable groups. Organizations are encouraged to propose innovative solutions that promote inclusive participation and social equity.
For projects focused on women’s economic empowerment and digital entrepreneurship, the Embassy will select two to three proposals with a total maximum funding of EUR 120,000. For peace, security, and democratic development, two to four projects will be funded with a total of up to EUR 200,000. For projects focusing on rights and inclusion of vulnerable groups, two to three proposals will receive a total of up to EUR 100,000.
Applicants must be legally registered in Ethiopia and meet all local registration requirements. They must also be eligible for FLC funding, have at least three years of operational experience, and align with Finland’s development policy priorities. Proposals must include a clear results framework, realistic and well-structured activities, and measurable outputs.
Eligible applicants include local NGOs, civil society organizations, foundations, community-based organizations, and private sector entities legally registered in Ethiopia. All applicants must comply with relevant Ethiopian laws and demonstrate the ability to effectively implement the proposed project.
