The European Commission has opened a call for proposals for framework partnership agreements to support EU-level networks working in the area of rights for persons with disabilities.
This initiative aims to promote, protect, and monitor the rights of persons with disabilities by providing financial support to civil society networks operating at local, regional, national, and transnational levels. The effort contributes to the implementation of the European Pillar of Social Rights, the European Strategy for the Rights of Persons with Disabilities 2021–2030, and the UN Convention on the Rights of Persons with Disabilities.
Civil society organisations are expected to support these goals by collecting and sharing data, exchanging best practices, cooperating with authorities, and conducting mutual learning and awareness-raising activities. These efforts are vital to ensuring that people with disabilities can fully enjoy their rights and take part in a more inclusive and social Europe.
The framework partners must focus on promoting and protecting disability rights, raising awareness, strengthening their national members’ capacity, and contributing to the implementation of the strategy at both the EU and local levels. Communication campaigns and concrete policy contributions are also part of the expected outcomes.
The total indicative budget allocated for this call is €23.1 million for the 2026–2028 period. Supported networks will carry out a wide range of activities, including policy advice, capacity building, mutual learning, public awareness, and the dissemination of information that provides EU-level value.
Activities may also involve contributing to EU policy design through research and consultation, supporting reforms and legislation at multiple levels, and helping ensure that disability rights are mainstreamed in EU actions and initiatives.
To be eligible, applicants must be legal public or private entities established in EU Member States or countries associated with the CERV Programme. They must be non-profit, independent of commercial interests, and have national member organisations in at least 14 EU Member States, primarily composed of non-profit entities.
