The European Union and Council of Europe have launched a call for proposals under the “Partnership for Good Governance” programme, specifically for the project aimed at combating hate speech in Ukraine. This initiative seeks to support selected grantees in developing tangible responses to hate speech, especially targeting vulnerable groups who are often victims of intolerance based on ethnicity, religion, disability, sexual orientation, or displacement status.
Grants will fund local awareness-raising and educational initiatives that align with Council of Europe standards. Projects may include efforts to counter hate speech directed at marginalized communities, promote alternative narratives, or implement human rights education using official tools and resources.
The goal of the project is to revise and develop Ukraine’s legal framework in line with European standards and improve enforcement through capacity building for institutions. It also aims to enhance the protection and inclusion of vulnerable groups by co-funding initiatives led by civil society organizations and stakeholders active in the fight against hate speech.
The total budget available is €40,000, with each grant not exceeding €8,000. Eligible projects should be proposed by CSOs in Ukraine that work with multiple stakeholders and include participation from communities targeted by hate speech. Organizations must have a proven background in awareness-raising or educational activities aligned with the Council of Europe’s approach.
Proposals that involve re-granting, scholarships, or support for political parties will not be considered. Applicants must be legally registered NGOs in Ukraine, permitted to conduct relevant activities, and must have operated in human rights or anti-discrimination work for at least two years.
Organizations are ineligible if they or their leadership have criminal convictions for serious offenses, are facing bankruptcy or liquidation, have engaged in professional misconduct, or have failed to meet their tax or legal obligations. Entities created to avoid legal responsibilities or those on sanctions lists are also excluded.
Applicants must demonstrate financial stability, with at least €2,000 available in their bank account, and possess the operational capacity to implement the proposed activities. Staff involved must have at least two years of experience managing similar projects.
