The Technology Innovation Agency is inviting applications for its Animal Health Technology Innovation Cluster Programme to stimulate, intensify and exploit technological innovation to improve economic growth and the quality of life of all South Africans.
The Animal Health Technology Innovation Cluster Programme (AHTICP) was established as a national initiative that would exploit a high concentration of skills, expertise, and infrastructure. The initiative was aimed at stimulating and intensifying technology innovation within the animal health sector. The establishment of this cluster advocated for the participation of various institutions within the National System of Innovation.
The following describes the requirements for entities interested in managing and coordinating an animal health cluster. Entities expressing interest will need to satisfy requirements for cluster processes and cluster systems. The assessment criteria for cluster processes include Policies, Memorandum of Understanding (MoU’s), Terms of Reference/Cluster governance/Management, Project funding agreement (s), Application procedure, Due diligences, Project selection criteria, Annual plans and long-term plans, IP management, Project (s) contractual arrangement, Contracting amongst parties, Approval and management structures, Transformation, Commercialisation, and Sustainability. The assessment criteria for cluster systems include Salary/HR, Website, Information management and security, Applications and calls for proposals, Screening and assessment of proposals, and Templates.
Entities must be in good financial standing, operating as a going concern, and SARS compliant. They must have good corporate governance and a stable operational structure, including a Board and management. Applicants must be an industry-led entity or commodity association, or a recognized national structure, with sufficient representation of the animal health and related industries.
The entity must be able to raise funding and leverage joint partnerships. It must also be able to manage and host the cluster independently from its core business, which must be within the animal health and related industries. Applicants must have a clear strategy to manage any conflicts of interest that may arise within their mandate.
To be eligible, institutions must be of South African origin and ownership and must have a mandate that sufficiently covers the agriculture and animal health scope. They must submit a five-page brief detailing how they will satisfy the assessment criteria. The deadline for the application is 15 September 2025.
