The UN Women is pleased to announce a Call for Proposals for the Project “She Leads Peace- Consolidating Women and Girls’ Meaningful Participation and Leadership in Peace, Security, and Recovery Processes in Mozambique” funded by the Government of Norway.
The “She Leads Peace” project is a 30-month initiative running from July 2025 to December 2027, aimed at strengthening the meaningful participation and leadership of women and girls in peace, security, and recovery processes in Mozambique. Its overarching goal is to ensure that women and girls play a greater role in building sustainable peace and resilience, while benefiting equally from efforts to prevent conflicts and disasters.
The project has several specific objectives. It seeks to empower women and gender equality advocates to influence governance, peace, and security decision-making processes, as well as contribute to crisis response and resilience-building. It also aims to enhance the capacity of the Government of Mozambique to effectively coordinate, implement, monitor, and report on commitments related to Women, Peace, and Security (WPS). Additionally, the project promotes access for women and girls to gender-sensitive psychological support and justice services, and facilitates sustainable livelihoods and socioeconomic opportunities for women affected by conflict and crises.
The project focuses on ensuring that women and girls actively contribute to sustainable peace and resilience while benefiting equally from conflict and disaster prevention efforts. It will be implemented in the provinces of Cabo Delgado, Nampula, Sofala, and Manica, with a maximum budget of approximately 27,790,000 MZN.
The budget is allocated across key focus areas to maximize impact: 2,875,000 MZN is dedicated to participation and leadership, 4,152,000 MZN targets conflict prevention, response, and recovery, and the largest share of 20,763,000 MZN supports women’s economic empowerment. This targeted funding aims to address the diverse needs of women and girls affected by conflict and crisis, fostering their empowerment and resilience in multiple dimensions.
Geographically, the project will focus on Mozambique’s central and northern regions, with direct implementation across 14 districts in four provinces: Cabo-Delgado, Nampula, Sofala, and Manica. While the local efforts concentrate in these areas, the project also fosters an enabling environment at the national and regional levels to support its goals.
The initiative targets several key beneficiary groups. Direct beneficiaries include 10,000 women and girls affected by armed conflict and crises, including internally displaced persons, residents in host communities, female ex-combatants, women heads of households, women with disabilities, adolescent girls, young women, and peace sentinels. Another group includes 1,000 representatives from women-led and gender equality organizations across 65 entities, as well as 2,000 government representatives at various levels and 28 community leaders. Indirectly, the project aims to benefit approximately 60,000 people, with a focus on women and girls in the targeted communities.
Organizations interested in partnering with UN Women on this project must demonstrate strong competencies in promoting gender equality, women’s empowerment, Women, Peace and Security, and gender-responsive humanitarian action. Applicants must have legal status in Mozambique for at least five years and a proven track record of implementing gender equality programs focused on ending violence against women and girls. They must also maintain policies addressing sexual exploitation and abuse, provide certified audit reports for previous fiscal years, and submit endorsements from reputable gender equality or women’s empowerment entities, excluding UN Women offices.
While not mandatory, certain additional competencies can strengthen applications. Women-led organizations with at least 50% female employees, those based locally at provincial or district levels, and organizations with expertise in gender and digitalization, including coding and artificial intelligence, are given preference.
Certain entities are not eligible to apply for this project, including government agencies, UN agencies, bilateral or multilateral organizations, financial institutions, development agencies, private sector entities, and private individuals.
Through this comprehensive approach, the “She Leads Peace” project aims to deepen women’s influence in peacebuilding and security while addressing the broader social and economic impacts of conflict in Mozambique.
