The United Nations Development Programme (UNDP) is requesting for proposals to prepare Sustainable Development Goals (SDG) based Medium-term Expenditure Framework of 14 selected Municipalities in Nepal.
The practice of preparing and implementing the Medium-term Expenditure Framework (MTEF) is also increasing in Nepal as an important financial tool to address the problem of disconnection between the periodic plan and the annual budget. The MTEF sets three-year rolling targets for expenditure, result indicators, including estimates of risks, revenue and expenditure and project priorities.
The main objective of this consultancy service is to help 14 municipalities to prepare their SDGs friendly Medium-term Expenditure Framework (MTEF) with SDG budget coding.
Qualifications
- Team Leader
- At least Master’s degree in relevant social science
- 7-year experience in large size project/program planning, budgeting, monitoring and evaluation
- Experience as a team leader at least in two financial project/program planning, budgeting, monitoring and evaluation.
- Experience in SDGs related work
- Experience and knowledge on local government working procedures and relevant Acts
- Prudent knowledge on financial system of the local, provincial, and federal governments of Nepal
- Knowledge on MTEF, its relevancy, preparation process and its use in local government
- Knowledge on MTEF preparation guidelines, resource book and SDG budget coding guidelines developed by MOFGA
- Knowledge on SDG and other development indicators and their importance in MTEF
- Excellent knowledge on data generation, storage, processing, analysis system of Nepal in general and local governments in particular
- Ability to guide team members in MTEF preparation and report writing
- Excellent report writing skill in Nepali language, Unicode Kalimati Font
- MTEF/Financial Analyst
- At least Master’s degree in economic or any other relevant subject
- 5-year experience in large size project/program and financial planning and data management
- Experience as a financial analyst in two similar project/program planning, budgeting, monitoring and evaluation
- Experience and knowledge on local government working procedures and relevant Acts
- Knowledge on MTEF preparation guidelines, resource book and SDG budget coding guidelines developed by MOFAGA
- Prudent knowledge on MTEF preparation, approval and use process in local governments
- Knowledge on SDGs and other development indicators and their use in MTEF
- Knowledge on data generation, storage, processing, analysis system of local government in Nepal
- Able to write fluently and grammatically correct MTEF report in Nepali language, Unicode Kalimati font
- Expert Consultant for Municipality to Prepare MTEF Report with SDG Budget Coding
- Master’s degree in economics, development planning or other appropriate social sciences
- 5 years of work experience in sustainable development goals, project and program planning and budgeting in Nepal
- Working experience with local governments in program/project planning, budgeting, and monitoring and evaluation
- Experience and knowledge on local government working procedures and relevant Acts
- Prudent knowledge on MTEF, its preparation and approval process and use in local government
- Knowledge on MTEF preparation guidelines, resource book and SDG budget coding guidelines developed by MOFGA
- Knowledge to harmonize the SDG and periodic plan development indicators in MTEF
- Excellent knowledge in power point preparation, presentation, feedback collection and revision of the MTEF report based on suggestions and feedback
- Able to write fluently and grammatically correct MTEF report in Nepali language, Unicode Kalimati font

- Technical Proposal (70%) – 700 points
- Expertise of the Firm [175 points]
- Methodology, Its Appropriateness to the Condition and Timeliness of the Implementation Plan (Proposed work plane and approach) [315 points]
- Management Structure and Qualification of Key Personnel [210 points]
- Financial Proposal (30%) – 300 points
- To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
