This Announcement aims to provide information on the Community Mobilization Grant Competition for NGOs operating in the Donetsk and Luhansk oblasts, conducted by the UN Peace-building and Peace-building Program, and to explain the procedure for submitting project proposals.
The UN Peace-building Program is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations (FAO).
The United Nations Program for Reconstruction and Peace-building provides for three main areas of activity:
- supporting economic recovery in communities affected by armed conflict;
- promoting the implementation of decentralization reform and health care reform;
- strengthening public safety and social cohesion.
The program is fully consistent with the Framework Program for Partnership between the Government of Ukraine and the United Nations.
Components
Program activities are grouped by the following key components of the Program, which reflect the priority needs of the region:
- Economic Recovery and Reconstruction of Critical Infrastructure;
- Local self-government and decentralization reform;
- Public Security and Social Cohesion.
Expected Results
The submitted project proposals should be in line with the target of the Project, be equally targeted at women and men, including representatives of the most vulnerable groups in the community, and be aimed at achieving the following expected results of the project:
- At least 60 selected participants (volunteer program managers / coordinators) have been trained, provided with supervision and intervision support, and strengthened their capacity to create and coordinate volunteer youth programs;
- At least 10 new youth volunteer programs have been established and are actively operating in the target communities of the project on the basis of youth centers, public organizations, higher educational institutions, which help the organization to realize its mission some social groups in the community.
- Young boys and girls involved in volunteer programs (approximately 300 people) understand the mission and share the values ??of the organization in which they work as volunteers, feel cohesive and involved in community development, and are aware of the social value of their work. evidence of monitoring results.
- A system for monitoring and evaluating volunteer programs / projects in the community has been developed, and about 30 managers / coordinators of volunteer programs have increased their capacity to monitor and evaluate programs and projects at the community level.
Eligibility Criteria
Public or charitable organizations that will submit project proposals under this Call must meet the following mandatory requirements:
- to be officially registered with the status of a legal entity on the territory of Ukraine. For organizations not registered in Donetsk and Luhansk oblasts, experience in communities of Donetsk and Luhansk oblasts is mandatory, which is confirmed by previously implemented projects (at least for 4 years with experience of 2 implemented projects);
- have the status of a non-profit or charitable organization (non-profit codes 032, 036, 038, 039) and operate in the territory controlled by the Government of Ukraine;
- have practical experience in creating and implementing complex projects for the training and support of managers / coordinators of volunteer programs at the regional level (at least 2 implemented projects);
- experience in implementing projects of training and support of managers / coordinators of volunteer programs at the inter-regional / national level will be an advantage;
- have proven experience in creating and implementing successful volunteer programs / projects at the community level, selection, training and support of volunteers (at least 5 years, 3 projects);
- have experience in implementing projects in cooperation with youth centers / NGOs / universities, which is confirmed by previously implemented projects (at least 5 years, 3 implemented projects);
- experience of creative external communication (visual and verbal) of previously implemented projects and programs, their results, which is confirmed by the provided materials, will be an advantage;
- be prepared and have a proven organizational and personnel capacity to carry out activities with the coverage of selected participating organizations throughout the project;
- have appropriate specialists and / or hired project staff for its implementation (project manager, financial specialist / accountant and other specialists according to the needs of the project). The experience of the involved specialists corresponds to the conditions and tasks of the competition.
