The United Nations High Commissioner for Refugees (UNHCR) has issued a call for expressions of interest under Impact Area 2, which focuses on enabling forcibly displaced people to access durable solutions and achieve effective inclusion in host communities.
The initiative targets key sectors such as integration, reintegration, livelihoods, cash and voucher assistance, self-reliance, and technical and vocational education and training. The geographic focus is on several provinces in Ecuador, including Imbabura, Manabí, Guayas, Azuay, Santo Domingo de los Tsáchilas, Sucumbíos, Francisco de Orellana, Esmeraldas, Carchi, Pichincha, and El Oro.
The overall impact aims to ensure that forcibly displaced individuals are able to find long-term solutions and become fully included in the communities where they reside. This includes legal mechanisms that provide protection-sensitive options for permanent residence, allowing access to rights that support integration and inclusion in national social protection policies.
To support this, awareness-raising activities will be implemented to foster protection and social cohesion while combating prejudice and xenophobia. Access to education will also be strengthened, ensuring that children and adolescents learn in safe and inclusive environments.
Economic inclusion is a central outcome, with efforts focused on improving access to formal employment, self-employment, and financial autonomy. Technical and Vocational Education and Training (TVET) will be promoted, especially for women and youth, to enhance labor market integration.
Support will also be given to forcibly displaced people to develop and manage businesses that are aligned with market needs and sustainable economic models, including green economy initiatives. UNHCR will work with institutions and the private sector to expand access to employment opportunities, financial services, and digital tools, helping build self-reliance and long-term inclusion.
Applicants will be evaluated based on their sector expertise, project management capabilities, and local presence and experience. Additional relevant strengths will also be considered in the selection process.
