The United Nations Educational, Scientific and Cultural Organization (UNESCO) seeks to build peace through international cooperation in Education, the Sciences and Culture. UNESCO’s programmes contribute to the achievement of the Sustainable Development Goals in Agenda 2030 adopted by the UN General Assembly in 2015. This Call for Partnerships (CFP) for Implementation Partners relates to the UNESCO project: Fourth Regional Comparative and Explanatory Study (ERCE) – Phase IV.
The Fourth Regional Comparative and Explanatory Study (ERCE-2019) seeks to provide solid empirical evidence about student achievement and the factors associated with such achievement, in order to inform education policies based on the identification of practices and processes that improve and strengthen the quality and equity of school education.
For the implementation of the study, the Latin American Laboratory for the Assessment of Quality of Education (LLECE) strategy has to select Partners to carry out the major study activities. In addition to providing a product or service, Implementation Partners are selected for their capacity to add value to the overall project. In other words, Implementation Partners are expected to contribute to the planning of activities and to actively participate in the monitoring and successful completion of the various stages of the study.
Objectives
The specific objectives of the fourth phase are as follows:
- To produce the main results of ERCE 2019, including the generation of data for learning achievement tests, associated factors questionnaires, and the socioemotional skills module.
- To produce the ERCE 2019 International Database and its User Guide.
- To develop and deliver key information for the international release of the results of the main study.
- To participate actively in the design and implementation of the ERCE-2019 capacitybuilding program. This program ensures the quality and sustainability of the regional operation of all technical phases of the study. This participation includes the provision of support for the development of content including at least one training meeting for participating countries and the provision of trainers for these meetings.
- To develop the publications of ERCE 2019:
- International Report of the Results on Learning Achievement Tests.
- International Report of Results on the Associated Factors Questionnaires.
- International Report of Results on Socioemotional Skills Module.
- To develop national reports with the main ERCE 2019 results at national level for all the countries participating in the study.
- To provide support for the launch of ERCE 2019 results.
- To provide technical advice to OREALC/UNESCO in the regional discussion of topics included in the 2030 Education Agenda that are more directly related to learning achievement of students and to the factors linked to it.
Duration
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. In principle, project duration will not exceed 12 months.
Eligibility Criteria
- A UNESCO Implementation Partner is an entity with a not-for-profit status to which UNESCO has entrusted partially or fully the implementation of programmes or projects specified in a signed document, along with the assumption of full responsibility and accountability for the effective use of resources and the delivery of outputs as set forth in such a document.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Sound technical proposal that includes innovative and replicable inclusion mechanisms to maximize the value transfer to the beneficiaries.
- High impact interventions directly targeting and responding to the needs established in the TOR.
- Size of budget requested commensurate with the organization’s proven administrative and financial management capacity.
- Participatory monitoring and evaluation that will contribute to building a sense of ownership among the beneficiaries to promote the sustainability of the interventions.
