The Italian Agency for Development Cooperation has launched a call for proposals under its Emergency Programme for the Protection of Refugees and Host Communities. This initiative is part of Italy’s continued response to the Syrian crisis in Jordan, following commitments made at the Eighth Donors’ Conference on Syria.
The 2025 programme covers several sectors, including education, health, livelihoods, basic services, WASH, shelter, higher education, TVET, agriculture, protection, justice, and basic needs. These sectors are further divided by their focus on refugees in camps and refugees in host communities.
Lot 1 focuses on protection. Its general goal is to reduce vulnerability among refugees and host communities, particularly for those facing abuse, violence, exploitation, or social marginalization. The initiative supports a system of integrated social protection and aims to empower individuals at risk. Projects must clearly define their target groups and adopt a multisectoral approach to enhance the effectiveness of protection measures.
Lot 2 addresses economic empowerment and livelihoods. It aims to improve access to income-generating opportunities for Syrian refugees and vulnerable Jordanians, with a focus on women, youth, and people with disabilities. The goal is to promote both employability and self-employment, particularly in sectors tied to green jobs, digitalization, and innovation. The initiative encourages partnerships with the private sector and the development of business incubators and cooperative networks.
Funding amounts vary depending on whether the application is submitted by a single non-profit entity or a consortium. For Lot 1, single-entity projects can receive up to €890,000, while joint proposals may receive up to €1,780,000. For Lot 2, single-entity projects are eligible for up to €1,000,000, and joint proposals for up to €1,347,000. Projects under both lots must be completed within 21 months.
Eligible applicants must be non-profit entities with proven experience in humanitarian aid and the relevant sectors. They must also demonstrate operational capacity in Jordan and meet compliance requirements under Italian law. Local and international non-profits without an Italian base may apply if they meet equivalent criteria, including registration with Jordanian authorities and legal compliance in their country of origin.
Applicants must not have outstanding debts to the Italian Ministry of Foreign Affairs, the Directorate-General for Development Cooperation, the Italian Agency for Development Cooperation, or other donors, and must not have demonstrated bad faith in past project implementation.
