The Resident Opportunity and Self-Sufficiency Service Coordinator (ROSS-SC) Program offers competitive awards to empower residents of public and Indian housing to achieve self-sufficiency by addressing educational, professional, and health-related barriers.
The program focuses on assisting residents of public and Indian housing in making progress toward self-sufficiency by addressing educational, professional, and health-related barriers. Through personalized support and resource connections, the ROSS-SC program empowers residents to achieve their personal and professional goals and take meaningful steps toward self-sufficiency.
Approximately $40,000,000 in funding is available through this Notice of Funding Opportunity (NOFO), with an award ceiling of $816,750 and a minimum award floor of $272,255. The program supports a 36-month project and budget period, allowing recipients to plan, implement, and sustain impactful initiatives within their communities.
Eligible applicants include Native American tribal governments (Federally recognized), public housing authorities, Indian housing authorities, nonprofits with or without 501(c)(3) status (other than institutions of higher education), and others specified in the eligibility criteria. Resident associations (RAs) with locally incorporated nonprofit status or 501(c)(3) designation are also eligible to apply. Multifamily owners are eligible provided they have the legal right to lease dwelling units in the project(s) to be served, though property managers are not eligible. Indian tribes and Tribally-Designated Housing Entities (TDHEs), as defined under the Native American Housing Assistance and Self Determination Act (NAHASDA), are eligible to apply, with the number of positions they may apply for determined by the number of occupied units receiving NAHASDA-rental assistance.
