The U.S. Embassy Kyiv Public Diplomacy Section (PDS) of the U.S. Department of State has announced a grant competition for U.S. military institutions. The goal is to establish a scholarship program for Ukrainian undergraduate and graduate students in fields critical to reconstruction, such as engineering, cybersecurity, supply chain management, and related disciplines.
This initiative aligns with the U.S.-Ukraine Reconstruction Investment Fund and aims to strengthen Ukraine’s post-war recovery and long-term development. It supports partnerships, promotes U.S.-Ukraine cooperation, and builds the capacity of a new generation of skilled professionals to counter authoritarian influence and drive sustainable growth.
The scholarship program will provide Ukrainian students with opportunities to study at U.S. military colleges. Selected students, chosen through an open competition, will receive advanced academic and leadership training that is often inaccessible in Ukraine due to wartime disruptions. The program includes access to modern curricula, applied research, and professional development.
In addition to academic study, the program includes follow-on impact initiatives to ensure long-term success. A Ukrainian alumni network will be formed to connect current and former participants, offering mentorship, professional collaboration, and ongoing peer support. This community will foster continued learning and drive recovery-focused projects in Ukraine.
Strategic partnerships will be developed with Ukrainian institutions to promote knowledge exchange and joint initiatives in education and innovation. These partnerships will help integrate global best practices into Ukraine’s recovery and ensure the sustainability of the program’s impact.
The program targets Ukrainian students currently living in Ukraine, who are pursuing undergraduate or graduate studies in priority fields and are committed to returning home to contribute to national reconstruction. Participants will also support educational ties between Ukraine and the United States.
PDS will play a substantial role in the implementation and evaluation of the program. This includes reviewing recruitment materials, participating in candidate selection, coordinating with stakeholders, and providing strategic guidance. PDS staff may also participate in pre-departure orientations and assist with logistical support such as visa arrangements.
The total estimated funding for the program is $2,000,000, with a minimum award of $500,000 and a maximum of $2,000,000. The performance period can last up to five years.
Eligible applicants include U.S. military colleges and institutions offering programs in reconstruction-related fields. Proposals must clearly align with the program’s goals. All application documents must be submitted in English, use U.S. dollars for budgeting, be properly formatted, and follow specified formatting rules including 12-point Calibri font, single spacing, and 1-inch margins.
