The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal Design of Vocational Education and Training (hereinafter VET) Systems Development and Investment Plans for the target regions.
Under the objectives of the UNRPP there has been selected 11 VET institutions for designing Development and Investment Plans to ensure their abilities to deliver revised education standards and corresponding courses in skills and competencies responding to local labour demands and to increase the quality of services provided by the SES at national and local levels to jobseekers.
The Development and Investment Plans should be a part of the processes of building an efficient network of regional enterprises and MSMEs which will further provide employment opportunities for VET graduates. Such links would enable a rapid exchange of information on new technologies and modern equipment that should be included on training programmes to make VET graduates competitive on the labor market and wanted by employers.
It is important to ensure on-the-job training under the VET programmes, using the facilities of the regional enterprises and MSMEs. For this purpose, the Programme is seeking a legal entity (hereinafter – the Contractor) that will conduct survey of the 11 existing regional VET institutions in Luhansk, Donetsk and Zaporizhzhia oblasts aimed at designing the Development and Investment Plans for the selected VET institutions.
The key objectives of this assignment are to enhance the activities of the VET institutions aimed at improving their sustainability, incorporation into local business environment, cooperation with local businesses and branches of SES and ability to teach students on new professions required in the target areas, identification of the capacity building needs, needs in equipment required to train the institution students on the professions that are currently demanded by local business and / or will be in demand in the near future.
The work on designing the Development and Investment Plans for the selected institutions should be based on and consider the regional and sectorial studies and strategies available for the locations of the task implementation.
Objectives
- Objective 1: In-depth analysis of the baseline of the selected VET institutions to analyze their ability for sustainability, incorporation into local business environment, cooperation with local branches of SES and ability to teach students on new professions required in the target areas.
- Objective 2: Design the Development and Investment Plans for the selected VET institutions to allow the institutions to become sustainable, be ready to respond to the demand of the labor market and local business communities in high level professionals and / or professionals of the skills not available in local communities. The Development and Investment Plans should also provide for condition of the continuous education for all groups of the population.
The Development and Investment Plans will allow the VET institutions to provide high-quality educational services for the students including adult population.
- Team Leader/Project Manager:
- Master’s (or equivalent) degree in Economy, Finance, Public Administration, Management, Psychology, Entrepreneurship or other related fields;
- Minimum 3 years of professional experience in project management and team management;
- Minimum 3 years of experience and preparation of assessments resulting in Development and Investment Plans for at least 3 educational institutions;
- Excellent reporting skills (reference to at least 3 open source reports should be provided);
- Excellent knowledge of Ukrainian, Russian and at least working knowledge of English.
- Project Assistant:
- Bachelor’s (or higher) degree in Economy, Finance, Public Administration, Management, Entrepreneurship or other related fields;
- Minimum 3 years of professional experience in administrative support of projects implementation;
- Excellent knowledge of Ukrainian and Russian. Knowledge of English would be considered as an asset.
- VET Consultant:
- Master’s (or equivalent) degree in Education, Economy, Finance, Public Administration, Management, Psychology, Entrepreneurship or other related fields;
- Minimum of 3 years of professional experience with VET institutions;
- Excellent communication and reporting skills (at least 2 reports from the open sources);
- Experience of previous work on designing Development and Investment Plans for VET institutions (at least 2 report presented);
- Experience in preparation of printed materials;
- Excellent knowledge of Ukrainian, Russian. Knowledge of English would be considered as an asset.
- Investment Specialist:
- Master’s (or equivalent) degree in Economy, Finance, Public Administration, Management, Psychology, Entrepreneurship or other related fields;
- Proven experience in designing Development and Investment Plans for educational institutions (at least 2 plans);
- Excellent reporting skills (reference to at least 2 open source reports should be provided);
- Excellent knowledge of Ukrainian, Russian. Knowledge of English would be considered as an asset.
Eligibility Criteria
- Organization/company officially registered in Ukraine;
- Experience in designing, planning, administering and implementing research and analysis (both desk and field study) in education, public administration, social sciences, economics or related disciplines, development of educational institutions’ work assessment methodology, recommendations (at least 2 previously conducted comprehensive studies should be provided);
- Experience in the designing of Development and Investment Plans for educational institutions (at least 2 previously completed Development and Investment Plans);
- Experience in working with the international organizations and donor agencies will be an asset.
- Availability of qualified team of experts.
