The United Nations Educational, Scientific and Cultural Organization (UNESCO) is calling for proposals for Final Evaluation of the Advanced Regional Training Programme on Education for Sustainable Development (ESD) – ‘Sustainability Starts with Teachers’.
The purpose of this Request for Proposal (RFP) is to invite Sealed Proposals for professional services to be provided to the United Nations Educational, Scientific and Cultural Organization – UNESCO.
The overall objective of the programme is to build the capacity of educators to integrate ESD into all areas of education. The programme also seeks to strengthen existing regional networks of alumni that have previously been supported by Sida, UNESCO and other partners. It reconciles and expands these networks through in-country training workshops, a regional training programme, and regional policy dialogues.
Expected Results
Together with national, regional, and international partners, UNESCO carries out activities under this programme to achieve the following expected results:
- Sustainability principles are integrated into education and training environments, with emphasis on curriculum change in Teacher Education Institutions and Technical Vocational Education and Training (TVET) college programmes.
- ESD capacity of teacher and TVET institutions is enhanced.
- ESD is reinforced in national education and sustainable development policies in the southern African region, with emphasis on policies influencing the education of teachers and TVET educators for SDG 4.7.
- ESD professional networks are strengthened in Southern Africa.
- Science education and uptake of science-related careers is enhanced through ESD integration and engagement.
Qualifications
- An advanced university degree in one or more fields related to this evaluation;
- At least 10 years of professional experience in project and/or programme evaluation, planning and management in one or more fields related to this evaluation;
- At least ten years of work experience in evaluation and one or more fields related to ESD acquired at the international level or in an international setting including at least three years acquired in Southern Africa;
- Knowledge of and experience in applying qualitative and quantitative data analysis techniques and RBM principles;
- Experience in conducting cross-country evaluation and reporting;
- Excellent oral communication and writing skills in English;
- Excellent analytical skills and skills in producing succinct, clear materials;
- No previous involvement in the design and /or implementation of activities under review.
- It is desirable that the evaluation team demonstrates the following qualifications and characteristics:
- Experience with assignments for UN;
- Understanding and knowledge of the UN mandates and its programming in relation to Gender Equality and Human Rights;
- Experience with assignments focusing on capacity-building and/or regional networks in the field of education and training;
- Knowledge of UNESCO’s programmes in the fields of Education, in particular Education for Sustainable Development;
- Knowledge of Portuguese.
