The United Nations Industrial Development Organization (UNIDO) is calling for expressions of interest for the execution of the Chemicals and Wastes Financing Partnership Facility Project (CWFPF) in the Philippines.
The component related to the Philippines’s national execution are the following: Component 1: Decision making framework for CWP investment and Component 3: Investment Readiness for the finance facility (Pipeline of ‘bankable’ projects for the finance facility identified/ validated).
The CWFPF project, funded by the Global Environment Facility (GEF), aims to establish a dedicated finance facility to support investments in chemicals and wastes pollution reduction and elimination, and to foster net-zero, nature-positive development in key polluting sectors. It will serve as a long-term platform for multi-stakeholder cooperation, pooling financial resources, and providing technical expertise for effective chemicals and waste programs. The overall project is jointly implemented by the Asian Development Bank (ADB) and UNIDO under the GEF focal area of Chemicals and Waste, with national execution in the Philippines led by UNIDO and the Department of Environment and Natural Resources through its Environmental Management Bureau.
In the Philippines, the project will focus on the textiles and pharmaceuticals sectors, which are both vital to economic development but significant contributors to environmental pollution. The initiative aims to pilot technologies and practices to reduce the use and release of persistent organic pollutants and hazardous waste, while promoting circularity in investments. Activities may include spot testing, remediation strategies, feasibility studies, risk assessments, financial and economic analyses, gender assessments, and supply chain analyses.
The estimated budget for the Philippine component is USD 2,509,250 for the initial three years of implementation within the broader five-year project duration. A Project Executing Entity (PEE) will be selected through this call, and it will directly report to the Department of Environment and Natural Resources–Environmental Management Bureau as the national coordinating entity. Interested national organizations and entities in the Philippines must demonstrate proven capacity, relevant expertise, technical and research abilities, and a commitment to co-financing in order to qualify.
Applications should include a company profile, team CVs, project experience, financial information, and the completed proposal form. Proposals must be submitted electronically to UNIDO and DENR no later than 5 September 2025.
