In order to improve air quality, the United Nations Development Program (UNDP), in partnership with the City of Skopje and the Ministry of Environment and Spatial Planning (MZSPP),is announcing a call for households from Skopje who are beneficiaries of financial support for consumed electricity for people with low incomes for 2022, which is awarded by the Ministry of Economy, to install new energy-efficient heating units – air conditioners (inverters).
This call is implemented in cooperation with the Ministry of Economy.
The financial support for the introduction of these measures is provided by Sweden through the project “Tackling air pollution in the city of Skopje.
The analysis to determine the share of the different sources of pollution in Skopje shows that the burning of biomass remains the largest single source of ambient air pollution, and due to the specific time distribution, it is the main driver of the occurrence of cases of high pollution during the winter period.
What is the Priority Support Group?
- Households from Skopje that are beneficiaries of financial support for consumed electricity for people with low incomes for the year 2022, which is awarded by the Ministry of Economy .
- Preference will be given first to the group of five-member families (defined according to the call of the Ministry of Economy). After exhausting the list of candidates from that group, priority is given to the group of four-member families, then three-member, then two-member, etc.
- A certain number of households may be subject to an energy inspection to determine the heating method. If deemed appropriate, a random inspection will be carried out in households that have received support, in order to determine whether the installed inverters are being used during the heating season.
For that Purpose, UNDP Publishes a Call to which Households who:
- As a source of heating for households use:
- Wood, coal, oil or waste stoves
- Old energy-inefficient devices – thermo accumulation furnaces, panels, heaters, etc., which burden the energy system
Eligibility Criteria
- About 100 households are expected to be supported through the call. The number of supported households may change according to the amount of available funds.
- The support provided by the project will be aimed at the purchase and installation of the heating body, and not as direct financial transfers to the selected households.
- UNDP works according to strictly established procurement rules and procedures and does not give preference to companies, brands or brands that might be favored by households.
Selection Criteria
If a larger number of households are registered than the number of households for which there is the means to purchase air conditioners, the applications of the households will be evaluated according to the following criteria:
- The heating system
- Children and the elderly/elderly in the household
- Gender equality and other social criteria.
