The Nordic Working Group for Environment and Economy (NME) under the Nordic Council of Ministers welcomes tenders for a project on Incineration of waste in the Nordic region – A situational assessment with regard to emissions and recycling.
Purpose of the Project
- The overall aim of the project is to produce a situational description of waste incineration in the Nordic countries. The description must focus on how the industry has developed in recent years with regard to the scope of the business and emissions of carbon dioxide. In addition, the project must include an assessment of the importance of waste incineration within each country’s waste sector and within the circular economy.
- The project will further analyze the type of measures that have been taken in the countries to reduce emissions. Can one point to any need for coordination between the Nordic countries in matters concerning waste incineration? Finally, an assessment must be made of how the technical solutions that are now in sight will affect the operations in the facilities. If CCS- or CCU-based solutions become common in waste incineration, how will the industry’s emissions be affected. Can development in this regard be market-based or are government interventions and new regulation needed to drive development?
- In summary, the purpose of the project can be divided into the following questions:
- Description of the scope and importance of waste incineration for the waste sector
- Emissions from waste incineration and measures to reduce emissions
- The importance of waste incineration for the energy sector
- The industry’s future development in view of new technical solutions
- Is there an optimal dimensioning for the waste incineration sector?
- The target group for the report is primarily the politicians and officials with tasks related to climate policy and circular economy.
Funding Information
- The budget framework for the project is DKK 400,000 (VAT is included in the budget). The budget frame must cover the consultant’s normal expenses for carrying out the project as well as any travel expenses linked to reporting results.
Eligible Countries
- Denmark, Faroe Islands, Finland, Greenland, Iceland, Norway, Sweden & Åland Islands.
Target Group
- The target group for the report is primarily the politicians and officials with tasks related to climate policy and circular economy. The waste industry is also likely to be interested in the situational assessment report to present. Furthermore, actors connected to waste and recycling issues at municipal level can exchange the report. In addition, the report contains relevant information and analysis for NGOs and researchers in the field.
Criteria
- Feel free to attach additional appendices that describe in more detail the factors they take into account during the evaluation as a stand-alone project description. CVs are sent as a combined separate file.
- When evaluating bidders, weight will be given to
- Layout and planning of the work including methods and how relevant data is to be collected and processed (including proposals for a timetable)
- Distribution of responsibilities, time consumption, general competence and qualifications for those who will manage and implement the project
- Costs for planned time use, salary per hour per person and other expenses
- The tenderer’s previous experience in the field
- Which Nordic contacts and networks will be used in the project as well as skills to understand the Nordic languages
- Planned dissemination of information about the project
- According to the Nordic Council of Ministers’ support scheme, the project should benefit the Nordic region. Therefore, each project must include at least three of the Nordic countries, the Faroe Islands, Greenland and Åland.
