In collaboration with the relevant provincial ministries, World Wide Fund (WWF) Nepal is facilitating the development of provincial Climate Change Strategy and Action Plans and invites proposals from interested parties to support the process.
The overall objective of this assignment is to formulate Provincial Climate Change Strategy and Action Plan for seven provinces of Nepal to localize National Climate Change Policy and accelerate the implementation of Nepal’s Second NDC 2020 – with Technical Assistance Fund from NDC Partnership’s Climate Action Enhancement Package and mobilization support from WWF Nepal.
Methodology
- Policies and plan reviews along with analysis and mapping of stakeholders will be taken as a basis to develop the action plan.
- The provincial strategies and action plans will specify priority areas, key sectors, roles, and responsibilities of provincial governments along with research and academic institutions, CSOs and private sectors.
Literature review
- A key part of the assignment will include reviewing existing plans and policies of the provincial government including but not limited to Five-year approach paper for provinces, provincial policies, plans and strategies related to agriculture, forestry and other land use, waste management, energy, industries, tourism and environment, and climate change and disaster risk management.
- The review should focus on climate actions prioritized in these documents.
Stakeholder consultations
- In coordination with Ministry of Industry, Tourism, Forest and Environment (MoITFE), a broader stakeholder consultation will be conducted at the provincial level with 3-4 representative field interactions at local level if current situation improves and travel is possible following government’s health and safety protocols.
- Alternative methods must be proposed by the consultant for human resource mobilization for information generation considering travel restrictions might possibly extend for the next 1-2 months.
Team composition
- The team leader should have more than 10 years of experience in formulation of policies, plans and strategies related to agriculture, forestry, environment, climate change and biodiversity.
- The team should comprise of experts with proven expertise on adaptation and mitigation sectors as specified in National Climate Change Policy and NDC, gender, planning and budgeting.
Coordination and reporting
- The team will work under the guidance and coordination of Climate Change Management Division of the Ministry of Forests and Environment, MoITFE of respective provinces and WWF Nepal.
- The selected organization will be contracted by WWF Nepal following the procedures and guidelines of the organization.
Criteria
- Applicant (individuals/organizations) can apply to provide technical support to one or more provinces based on their team size and time availability. Financial proposals MUST provide separate estimates for each province. If applying for more than one province, the applicant MUST list them in the order of their preferences.
- The proposal must include following documents submitted in the same email as two separate pdf format files:
- File 1: Signed and stamped cover letter specifying the value of the proposal followed by the technical proposal (including latest CVs of consultants not exceeding 3 pages for each member specifying the relevance to the proposed assignment, information sheet on the organization’s relevant assignments including the list of clients and value not exceeding 2 pages). Kindly note that documents longer that specified above will not be reviewed.
- File 2: Financial proposal followed by organization registration and renewal certificates, VAT registration certificate, latest tax clearance and audit report in the same file.
