Breathe Bangkok is currently accepting proposals for a supplier to support the Bangkok Metropolitan Administration (BMA) in advancing the planning, design, and phased implementation of Clean Air Zone (CAZ) measures. This effort is part of the city’s broader clean air agenda.
The project aims to promote multi-stakeholder coordination, ensure legal alignment with BMA’s existing and potentially expanded regulatory authority, and prioritize public engagement and equity.
The purpose is to help BMA strengthen the policy and institutional framework for CAZs by assessing current regulations, identifying feasible enhancements, and integrating these into city plans. The project will also foster collaboration among stakeholders and support legal and social foundations for effective implementation.
The scope includes two main work packages. Work Package 1 focuses on strengthening the policy and institutional framework for CAZ by analyzing existing initiatives, proposing improvements, assessing socio-economic impacts, engaging stakeholders, and preparing for scalable implementation.
Work Package 2 aims to build institutional and public support for scaling CAZ. This includes enhancing stakeholder coordination, clarifying roles and responsibilities, promoting public awareness, and developing a phased rollout plan with monitoring and evaluation components.
The total contract amount will not exceed USD 95,000, including applicable taxes. The project duration is 12 months.
Under Work Package 1, activities include analyzing current CAZ-related policies like BMA’s Green List, truck restrictions, and congestion charging. The supplier will propose additional measures based on legal authority and readiness, potentially expanding vehicle restrictions or adjusting enforcement protocols.
They will also evaluate cost-benefit and socio-economic impacts of the proposed measures, including environmental benefits and effects on businesses and commuters. Stakeholder mapping and engagement are key, with consultations, surveys, and focus groups planned to gather input and address concerns, especially for vulnerable groups.
Work Package 2 involves fostering multi-stakeholder coordination through forums that unify a medium and long-term CAZ vision and harmonize policies across planning, transport, and environmental sectors. The supplier will define clear mandates and coordination structures for CAZ strategies.
They will develop and implement public engagement and communication plans to increase awareness, encourage behavioral change, and build support for CAZ measures. The supplier will also assist BMA in creating an assessment framework to monitor public sentiment, compliance, impacts on residents and businesses, and enforcement capacity during future pilot phases.
Proposals will be evaluated based on the quality of the workplan, relevant expertise and experience, references, alignment with equity and ethical standards, and cost reasonableness.
