In order to improve air quality, the United Nations Development Program (UNDP), in partnership with the City of Skopje and the Ministry of Environment and Physical Planning (MoEPP), announces a Call for households from Skopje that are beneficiaries of financial support for consumed electricity for low-income people for 2022 allocated by the Ministry of Economy , to install new energy-efficient heaters – air conditioners (inverters).
This call is implemented in cooperation with the Ministry of Economy. The financial support for the introduction of these measures is provided by Sweden through the project “Tackling air pollution in the city of Skopje.
In addition to this, the energy crisis they are facing globally is deepening and requires a quick response and responsible behavior by all stakeholders, which means greater energy savings and greater energy efficiency.
What is a priority support group?
- Households from Skopje who are beneficiaries of financial support for consumed electricity for low-income people for 2022 provided by the Ministry of Economy . Preference will be given first to the group of five-member families (defined according to the call of the Ministry of Economy). After exhausting the list of candidates from that group, preference is given to the group of four-member families, then three-member, etc.
- A number of households may be subject to an energy inspection to determine how to heat. If determined to be appropriate, randomly inspected households will be inspected to determine if the installed inverters are in use during the heating season.
How will the funds be provided?
- The support provided by the project will be directed to the purchase and installation of the heating body, and not as direct financial transfers to the selected households.
- UNDP operates according to strict procurement rules and procedures and does not favor companies, brands or brands that would eventually be favored by households.
- The call is expected to support about 150 households. The number of supported households can change according to the amount of available funds.
Eligibility Criteria
For this purpose, UNDP announces a call to which houses can apply which:
- as a source of heating for households use:
- stoves on firewood, coal, oil or waste
- old energy-efficient devices – heat storage stoves, panels, radiators, etc., which burden the energy system
- are recipients of financial support for consumed electricity for people with low incomes for 2022 from the Ministry of Economy
- meet the other conditions of the call and agree to them
Selection Criteria
If more households apply than the number of households for which there are funds to purchase air conditioners, household applications will be evaluated according to the following criteria:
- Heating system (15 points)
- Children and the elderly / elderly in the household (15 points)
- Gender equality and other social criteria (20 points)
