The United Nations Development Programme (UNDP) is requesting for proposals for Climate Change Vulnerability Assessment at Block Level for Districts in States of Sikkim.
The project aims to strengthen climate information systems in 30 Gram Panchayats in the highly risk‐prone Himalayan states of Uttarakhand and Sikkim, where flash floods, water scarcity, and food security issues are among many of the already felt climate‐induced impacts.
The project intends to assist in the development of awareness, institutional, scientific, and technical capacity for the effective implementation of the Climate Change Strategy at district and Gram Panchayat’slevel in two states of India namely Sikkim (West Sikkim) and Uttarakhand (Uttarkashi).
Objectives
- The overall objective of the vulnerability assessment is to assess the extent of risks and vulnerabilities associated with climate change at block level in the following States/districts, considering climate projections and scenarios/models and latest data & information: Sikkim:
- West Sikkim (10 blocks)
- Uttarakhand: Uttarkashi (6 blocks)
- Specific objectives of this Request for Proposal (RFP) is to engage a reputed technical agency to undertake a detailed study to conduct climate change vulnerability assessment for natural resources management sectors (water, agriculture and forestry sectors) at block levels in specific districts (as listed above) in the two target States. The study is aimed at supporting the larger initiative of integrating climate concerns activities in these States for developing climate resilient adaptive strategies.

Eligibility Criteria
- The service provider must have minimum five years of experience in conducting climate change impact & vulnerability assessments using climate change scenarios and statistical downscaling.
- The Service Provider should have experience of vulnerability computation at district/block levels in at least two projects in India using statistical downscaling and climate modelling techniques in the last 5 years.
- Team Leader should have Postgraduate degree from a recognized institution in Geoscience / Geophysics / climate change / environmental science; with minimum 15 years of experience in conducting climate change vulnerability assessments.

- Technical Proposal (70%)
- Expertise and experience of the organization in developing Vulnerability Assessment Frameworks and conducting vulnerability assessment studies in the natural resources management sectors (10 marks)
- Methodology, Its Appropriatenessto the Condition and Timeliness of the Implementation Plan (30 marks)
- Qualification and experience of Team Leader in climate change Vulnerability Assessments and adaptation planning (15 marks)
- Qualification and experience of Key Team Members in sectoral climate change vulnerability assessments and adaptation planning (15 marks)
- Financial Proposal (30%)
- To be computed as a ratio of the proposal’s offer to the lowest price among the proposals received by UNDP.
