The United Nations International Children’s Emergency Fund (UNICEF) in partnership with the Department of Budget and Management (DBM) and the Council for the Welfare of Children (CWC) are seeking expressions of interest from qualified organizations to support the initiative “Increasing Adolescent and Young People Participation in the Open Government Partnership (OGP).
This initiative aims to enhance AYP’s participation in the Open Government Partnership (OGP) processes in the Philippines and other relevant participation platforms such as the National Children’s month, World Children’s Day celebration among others to mainstream child-sensitive governance into the OGP National Action Plan (NAP6) (2024-2027) in particular and in strengthening AYP participation in general.
Through this call, UNICEF aims to identify organizations with expertise in AYP participation, governance, public finance management, advocacy, and capacity-building to partner in strengthening AYPP engagement in open government initiatives and relevant platforms.

Methodology and Approach

- The approach to Strengthening AYP Participation in Open Government Partnership (OGP) and other platforms follows a structured, participatory, and institutionalized process to ensure meaningful engagement of children in governance. The key strategies include:
- Engaging Adolescents in Key OGP Processes
- Facilitate structured dialogues and workshops with adolescents and government agencies to review existing OGP commitments and develop child-sensitive policy recommendations.
- Develop an Adolescent Participation Framework to institutionalize systematic engagement of children in governance.
- Ensure government buy-in by working closely with agencies that have child-sensitive commitments to integrate adolescent participation in their policies and programs.
- Capacity Building for OGP Stakeholders
- Train government agencies, OGP Steering Committee members, and civil society partners on child participation principles and methodologies.
- Develop child-friendly educational materials to equip adolescents with knowledge on OGP principles, governance, public finance, and advocacy techniques.
- Strengthen systematic engagement mechanisms to ensure children’s voices are integrated into policy decisions.
- Midterm Review of NAP6
- Support the inclusion of adolescent participation as a key criterion in evaluating OGP commitments.
- Engage with children in co-creating agency child sensitive agency commitments and propose improvements for integrating child lens in OGP commitments. Inclusive and equitable representation of children from various sectors needs to be observed in the design and implementation of the co-creation process and workshops.
- Develop policy recommendations co-created with children for integration into future OGP commitments, including NAP7 (2027-2030).
