The World Food Programme Pakistan intends to invite proposals from Limited national and international non-governmental organizations (I/NGOs) from the CBT Roster to implement a cash-based transfer intervention in Quetta District of Balochistan Province.
School Meals Program serves as an incentive to improve school participation rates (enrolment, attendance, and retention) in short term while in the longer term, it actually plays a critical role in improving learning outcomes and building human capital. There is global evidence from systematic studies across different countries on school meals.

Required Qualifications
- Relevant experience in emergency, humanitarian/relief operations and development
- Relevant experience in food preparation and distribution at large scale
- Solid experience working with public schools – government education departments
- Solid experience in the design, set-up, implementation and monitoring of CBTs
- Experience in implementing activities through a gender-sensitive lense with dedicated protection and/or gender staff
- Relevant experience with the sector specific interventions or at least have the capacity to quickly absorb the technical guidance provided by WFP vis-à-vis its support delivery mechanism
- Experience in the outlined sector of the project
- Experience in conducting field related activities, assessments, and beneficiary targeting at the community level.
- Experience in interacting with the community and working with public sector, governments and line ministries, humanitarian agencies and UN Agencies
- Field presence and ongoing operations (not necessarily CBT) in the target locations and/or identified province
- Possesses a transparent institutional framework including a proper administrative, financial and record/archive keeping system where the organization is willing to share its previous accounts’ audits and annual progress reports with WFP if required
- Fluency of staff in English and good English reporting skills
- Fluency in local Language
Ineligibility Criteria
- Organizations will be considered as non-eligible for consideration if any of the listed below applies:
- Does not submit the proposal within the deadline
- Does not submit the required documentation
- Is not part of WFP’s CBT Cooperating Partner (CP) Roster.
- Is not registered under the relevant government laws at federal and provincial level.
- Does not have any legal bank account with an identified Financial Service Provider (FSP).
- Does not have audit proceedings conducted annually.
- Is bankrupt or in the process of being bankrupt, whose affairs are being administered by the court, who has entered into an arrangement with creditors, who has suspended business activities, or who is in any analogous situation arising from a similar procedure under national laws and regulations.
- Is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration (or examiner-ship or equivalent) by the court or of an arrangement with creditors, or of any similar proceedings under national laws or regulations.
- Has been convicted of illegal/corrupt activities, and/or professional misconduct including, but not limited to intellectual property, misuse of information and data management.
- Has not fulfilled obligations related to payment of social security and taxes contributions in accordance with the legal provisions of the country.
- Is being investigated by a UN or other international agency with regards to its activities.
- The agency or any other agencies the applicant works with collaboratively and/or outsources has engaged in any activities contrary to international law.
- Is included in the UN’s 1267 list (banned outfits).
