The Directorate of Mine Action Coordination (DMAC) is seeking applications for the Mine Action Quick Response Teams (MA QR Teams) and Mobile EORE Couple Teams deployment and best practices in Afghanistan.
Objectives
- There are four basic objectives and functions of a quick response team and/or separate couple EORE teams. These objectives can be summarized into providing immediate and timely mine action response to communities affected by explosive ordnance (EO), such as landmines and Explosive Remnants of War (ERW), enabling immediate EO removal, surveying for planning purposes and risk education for vulnerable populations.
- The four main objectives include:
- Non-Technical Survey, Technical Survey and Explosive Ordnance disposal: To assist in reducing the risks posed to individuals by explosive contamination and improve the planning and prioritization of clearance activities through the non-technical survey, technical survey and explosive ordnance disposal in affected communities.
- Explosive Ordnance Risk Education (EORE): To reduce the number of deaths and injuries caused by landmines and ERWs through communication of risks, safe practices and reporting channels to the affected population by conducting EORE training for affected communities.
- Victim data collection: To enable quality planning, prioritization and advocacy through the collection of civilian victim data and assessment of accident sites to establish trends in incidents for future mitigation.
- Community liaison: To sensitize communities to mine action activities and increase willingness of community to support present and future mine action activities.
Medical Support
Each MA QR team must have a dedicated paramedic, be aware of the closest available medical facilities, and prepare and be trained in a medical evacuation plan for injured team members. The IP shall comply with the requirements of AMAS 07.03 and their approved medical SOPs. All team members must be insured throughout the duration of the project at the cost of the IP.
IMSMA Reporting
All reports provided by the MA QR teams and mobile EORE Couple Teams must be checked for quality by the designated operations staff of the IP and must be certified and signed prior to sending to the DMAC Regional Office for verification.
Competencies
- MA QRT without EORE Component:
- The team leader must possess EOD level 3 plus certified;
- At least one other member of the team must possess EOD level 3;
- All the MA QRT team members must have past experience in survey and demining/EOD operations
- All the MA QRT team members must have capability to clear small MF/BF which need less time to be cleared;
- A minimum of one team member must be qualified to conduct NTS activities;
- The team must have appropriate survey skills, including the ability to draw maps, perform area calculations and use survey equipment (Global Positioning System (GPS), range finder etc);
- At least one team member must be a certified paramedic;
- MA QR teams must submit all information gathered using the standard Information Management System for Mine Action (IMSMA) reporting formats, with good quality, to the DMAC regional Offices on timely manner;
- Comply with the planning and tasking requirements of DMAC Regional Offices;
- Teams must be able to maintain good relationships with communities and liaise effectively with them ;
- Team must be able to access a wide range of groups from the community in the specific districts and provinces required (men, women, boys and girls, as well specific ethnic groups of the target locations)
- Teams must be able to write good quality reports;
- Teams must be able to accurately complete all requested IMSMA reporting forms in good quality;
- Teams must have good communication skills and be able to communicate effectively with local communities in the local language.
- EORE Couple Teams
- EORE Couple teams must be qualified EORE trainers to conduct explosive ordnance risk education.
- All team members must be trained in first aid;
- Teams must be able to maintain good relationships with communities and liaise effectively with them;
- Team must be able to access a wide range of groups from the community in the specific districts and provinces required (men, women, boys and girls, as well specific ethnic groups of the target locations);
- Teams must be able to accurately complete all requested IMSMA reporting forms in good quality;
- Teams must have good communication skills and be able to communicate effectively with local communities in the local language.
