The World Food Programme (WFP) is seeking to enhance its assessment, monitoring, and reporting activities in Libya by engaging a contracted organization to manage field data collection efforts.
This initiative will focus on the regions of Al Jufrah and Surt, where access challenges and the need for large-scale data collection often exceed the capacity of WFP’s regular staff. While these activities are overseen by WFP staff from the Country Office in Tripoli and supported by Sub-Offices in Benghazi, the actual fieldwork requires additional enumerators and monitors to ensure broad coverage and reliable data gathering.
The contracted organization will be responsible for the comprehensive deployment of field teams, covering personnel, administrative, and logistical management. This includes handling contracts, payments, and insurance for field staff, as well as organizing transport, accommodations, and the timely presence of teams at designated locations. The organization will also ensure that the field teams are equipped with the necessary tools—such as reporting materials, devices, and communication equipment—to carry out their work effectively.
Beyond deployment, the selected organization will play a crucial role in data handling, particularly for large-scale surveys like market monitoring, Food Security Monitoring Systems (FSMS), and Post-Distribution Monitoring (PDM). It will be responsible for entering and consolidating collected data, and in the case of Distribution Monitoring (DM) and Beneficiary Outreach Monitoring (BOM), submitting detailed reports that summarize key findings, observations, and figures for core process indicators. These reports must be delivered in English and adhere to high standards of accuracy, completeness, and consistency.
WFP will provide all technical tools, reporting formats, and training required for the field teams, and will offer ongoing technical support during the exercises. The data collection timelines will be fixed and non-negotiable, with requests provided by the WFP Country Office at least two weeks in advance for surveys and three working days ahead of site visits. This collaboration aims to strengthen WFP’s ability to collect timely and accurate data from hard-to-reach areas, supporting informed decision-making and more effective humanitarian interventions in Libya.
