AIDS Foundation has announced a call for proposals for Prevention Programmes for Adolescent Girls and Young Women, Govan Mbeki Local Municipality.
The purpose of Global Fund (GF) grant in South Africa is to fight AIDS and Tuberculosis by engaging into sustainable and significant contribution to the reduction of the impact of the diseases. It recognizes that this is achieved through a well-coordinated and multi-sectoral approach with various stakeholders in each district. Gert Sibande is one of the 27 South African Global Fund implementing districts in the country. South African Global Fund Country Coordinating Mechanism (GF CCM) is responsible for leading the implementation of HIV and TB programmes funded by the Global Fund to Fight AIDS, TB and Malaria in the country.
The GF CCM determines the content of the programming, the budget envelope, and the output and outcome indicators and targets. This is done through appointment of Principal Recipients (PRs) that governs the GF programme implementation in various provinces. AIDS Foundation of South Africa (AFSA) is one of the GF grant Principal Recipients leading the implementation in Mpumalanga Province. Each PR appoints Sub-Recipients (SRs) to be the implementers of the programme at a sub-district level.
In that regard, AFSA invites interested non-profit organizations and government departments based in Mpumalanga province, with experience of working with Global Fund and or USAID / PEPFAR to apply to be considered as a Sub-Recipient to implement the Adolescent Girls and Young Women (AGYW) programme in Govan Mbeki local municipality.
Objectives
The Global Fund AGYW Programme offers a comprehensive package of services that aim to improve her health, psychosocial and socio-economic wellbeing. The programme targets AGYW, in and out of school, age 15-24 years, with the aim to effect risk reduction, behaviour change and empowerment. Objectives of the AGYW programme are aligned to She Conquers Campaign and aim to:
- Decrease HIV incidence
- Decrease teenage pregnancy
- Increase retention in school
- Increase economic opportunities
- Reduce gender based violence (GBV)
Minimum Requirements
The organizational requirements to serve as an SR include:
- Sound governance frameworks, demonstrated by, inter alia, by a diversified board and management team, and at least one year audited financial statements.
- Appropriate staffing in key areas (programme and financial management, human resources, programme implementation and management, monitoring and evaluation and procurement management).
- Experience of managing grants and SSRs, where applicable.
- A track record of effective and efficient implementation of similar activities, preferably in the target district.
- A sound system of management and financial controls.
- A sound monitoring and evaluation system, tools and procedures amongst other requirements.
- Suitably qualified personnel to deliver the pkogramme interventions.
