The European Commission has launched a call for proposals to support Serbia in aligning with the EU acquis on Food Safety, Veterinary, and Phytosanitary Policies. The goal is to ensure full adoption and effective implementation of EU standards to protect public, animal, and plant health.
The specific objective is to support Serbia’s negotiation process and strengthen its legislative, strategic, and administrative capacities within the competent authorities, such as the Ministry of Agriculture, Forestry and Water Management and the Ministry of Health, under Chapter 12 of EU negotiations.
The first component focuses on enhancing the strategic and legal framework in Serbia. It includes developing negotiation structures, supporting the transposition and enforcement of food safety and related legislation, and assisting in implementing EU recommendations.
The second component targets the improvement of administrative structures in Serbia. It aims to strengthen institutions so they can fully apply EU rules concerning food safety, veterinary, and phytosanitary policies.
The third component addresses the development of the framework for Border Control Posts (BCPs). This includes updating strategic plans, supporting legal alignment with EU BCP standards, and enhancing the IT infrastructure and institutional networks.
The fourth component aims to raise awareness about the harmonization process. This involves organizing a campaign targeting government officials, academic institutions, the private sector, and the general public to inform them about the benefits and impact of alignment with EU Chapter 12.
The total EU-funded budget for this project is EUR 1,800,000. The project is expected to run for 24 months, followed by a 3-month closing phase.
Eligibility is limited to Public Administrations and Mandated Bodies from EU Member States, as defined in the Twinning Manual. Applications must be submitted through National Contact Points of EU countries.
