World Health Organization (WHO) is now accepting proposals to Conduct a MHPSS Data Landscape Analysis and Develop MHPSS Focused Monitoring and Evaluation.
One of the key priority areas that had been identified in all policy documents is the need for strengthening the information system, evidence and research for mental health. Despite growing evidence for a growing number of mental health problems, the landscape of mental health and psychosocial support in the Maldives remains largely unknown. Therefore, the need for mental health data analysis and strengthening MHPSS focused monitoring and evaluation is more urgent than ever, while comprehensively examining mental health problems and social determinants that burden the country.
Given the lack of understanding of the prevalence of mental health problems in the country, this consultancy will serve as a basis to plan and develop effective multi-sectoral policies and strategies for the betterment of mental health services and a basis for evaluation of mental health trends in the country. The landscape analysis will inform the design and delivery of future efforts in the area of MHPSS while strengthening and data and knowledge management in the area. This will entail evidence building on the key social, political, economic, environmental and cultural context relevant to mental health and the mental health policies, services, research and initiatives that have been implemented.
Work to be performed
- Prepare a comprehensive plan and timeline for the project, in consultation with HPA and WHO
- Mapping and analysis MHPSS of data landscape including:
- The key social, political, economic, environmental and cultural context relevant to mental health, services and practice within Maldives
- Review existing MHPSS programs, policies, legislation and resources, policies, services, research and initiatives that have been implemented, and identify areas to prioritize interventions accordingly
- Facilitate a series of workshops/meetings/key informant interviews with stakeholders to share their experiences in data management and efforts to improve collaboration on data collection and facilitate a wider group consultation to agree on priorities.
- Identify the key institutions, and organizations involved in MHPSS and inform how partners might strategically and sensitively engage with stakeholders
- Develop MHPSS-focused monitoring and evaluation guidelines and protocols which inform collected commonly agreed data for child, adolescent, youth and elderly psychosocial wellbeing and development by age group, gender and disability
- Identify data sources for the mental health module of DHIS2
- Review the monitoring and evaluation needs and plans of MHPSS, and extract relevant indicators to monitor the outcomes and outputs
- Identify existing data sources embedded in existing systems relevant to child, adolescent, youth and elderly psychosocial wellbeing and development
- Develop a comprehensive monitoring and evaluation guideline and protocols for the collection of commonly agreed data disaggregated by age, gender and disability
- Establish an effective data collection system and reporting forms for capturing commonly agreed quantitative and qualitative data

- Assessment report availability, use and quality of data on child, adolescent, youth and elderly psychosocial wellbeing and data gaps
- Comprehensive monitoring and evaluation guidelines and protocols for data collection
- Designing and laying out reports and other communication materials (e.g. banners, posters, booklets, leaflets).
- Improving and editing existing communication materials.
- Developing training materials and communication strategies for advocacy and project promotion.
Qualifications, experience, skills and languages
- Educational Qualifications:
- Essential: Master’s degree in Statistics, Economics, Social Sciences or another related field
- Experience
- Essential: 5 years of experience in working with and analysing data and statistics, in particular data related to mental health and/or social-economic issues.
- Skills/Knowledge:
- Experience with and strong skills in quantitative and qualitative analyses and approaches
- Excellent analytical, report writing and communication skills in Dhivehi and English
- Demonstrated skills in strategic planning and effective time and project management
- Past experience in mental health promotion or psycho-social support will be an asset
- Past experience conducting assessments, stakeholder consultations and analysis
