The United Nations High Commissioner for Refugees is opening an opportunity for interested organizations to partner in delivering second-line healthcare and holistic social welfare case management for refugees and stateless persons in Malaysia.
This initiative is part of UNHCR’s ongoing efforts to strengthen protection and improve the overall wellbeing of vulnerable individuals who face chronic and complex health challenges.
The project will be implemented across several states in Malaysia, including Kedah, Johor, Negeri Sembilan, Pulau Pinang, Terengganu, Pahang, Selangor, Kelantan, and Perak. Selected partners will play a critical role in ensuring that displaced populations in these regions receive timely access to specialized healthcare and integrated social support services. These services will include financial assistance, psychosocial care, and referrals to shelter, legal aid, and livelihood support.
The key outcome of the project is to improve the health status and social inclusion of refugees through better access to secondary healthcare services and coordinated case management. The goal is to reach at least 200 beneficiaries, although this number may vary depending on the availability of funds. The project will also involve the collection and management of sensitive personal and health data, requiring partners to adhere to strict data protection standards. This includes the use of secure digital systems, encrypted databases, and clear consent procedures to protect individuals’ privacy.
Applicants are expected to demonstrate their technical expertise, operational capacity, and commitment to UNHCR’s protection principles, including the prevention of sexual exploitation and abuse. Organizations must also highlight their unique strengths and added value in achieving the objectives of the project. A clear implementation strategy, an indicative budget, and measures for safeguarding data and privacy should be included in the concept note submission.
This opportunity is best suited for organizations that are well-positioned to offer coordinated, compassionate care to vulnerable populations while aligning with UNHCR’s humanitarian standards.
