UN Women has announced a Request for Proposals (RFP) to develop Advocacy Campaign, on Challenging gender stereotypes in Ukraine during the COVID-19 crisis.
Scope of Work
Under overall guidance of the EU4GE regional programme team and UN Women Representative in Ukraine and direct supervision of UN Women Programme Coordinator in Ukraine, the selected Organization will implement the following set of tasks:
- Design an advocacy campaign on challenging gender stereotypes, raising awareness on intersectional forms of discrimination and gender-based violence, aggravated by COVID-19. Messaging, communication tools need to be specified. The proposed initiatives and messaging should promote positive behaviours relating to gender equality, challenging the victimization of women and profiling them as agents of change for themselves, their families and communities. Suggested strategies and tools should consider COVID-19 restrictions, so digital solutions would be given preference. The organizations with the established network of the gender experts (police, psychologists, social protection services, others) that will inform the creative process and ensure evidence-based and participatory approach to the campaign design and implementation would be an asset.
- Develop a set of key messages that are clear, catchy and data-driven (incl. UN Women Ukraine research materials) and develop creative communications products (videos, animations, etc.). The campaign should contain a comprehensive set of visual materials raising awareness and influencing the behavioural change of the audience, challenging gender roles and stereotypes during the COVID-19 pandemic, preventing gender-based violence and improving personal safety.
- Develop a dissemination plan using channels that are effective for the defined target audiences. The possibility to engage media, opinion leaders, celebrities or influencers that can contribute to the promotion of campaign are much appreciated. Ensure open dialogue with women and girls, police and gender experts in psychology,social services(and other related fields) through the established network of the selected Organization on the challenges and response to gender stereotypes and gender-based violence.
- Ensure implementation of the campaign during August-November 2020 through dissemination channels approved in frames of the communication plan (preference will be given to digital channels for promotion, incl. social media, national media and partnership organizations). The expected reach of the campaign should preferably exceed 300,000 people nationwide.
- Submit plan of the activities for July-November 2020, including timelines and short description of each activity and expected results.
- Provide Final Report on the activities held in line with the scope of work and timelines.
Deliverables
- Creative concept, key messages, list of thematic experts, activity plan, distribution plan of the campaign developed and submitted to UN Women
- Graphic designs, scenarios for videos/animation, campaign materials, digital promo campaign plan, PR plan developed and approved by UN Women
- The campaign is launched and promoted through digital channels (including social media), national media and partnership organizations between August and November 2020
- Final Report on the activities held with respective Annexes is provided.
All the deliverables (reports, summaries, findings, recommendations, etc.) should be provided in English language; (supporting documents, such as training agendas, evaluations, etc. can be submitted in Ukrainian language).
Inputs
- UN Women will provide the Contractor with the relevant technical support and advice during the implementation of the project;
- UN Women will share the key background materials, surveys, assessments, publications, etc. with the Contractor.
